Pagadian: BFAR IX CY 2021 carries out year-end review, assessment, and updates FY 2022 plans, programs, and activities

Region 9 – As DA-BFAR IX thrives towards rendering excellent services to its stakeholders and clients, a Year-End Review and Assessment back-to-back with the updating of the Fiscal Year 2022 Plans, Programs, and Activities was conducted on December 14, 2021, at BFAR IX Regional Conference Room, Zamboanga City.

The review and assessment are vital for effective and efficient implementation of the interventions provided to the beneficiaries and help determine the impact on the quality of life of the latter. It also serves as an avenue for strategic discussions between the management and the key personnel on the ground.

Regional Director Isidro M. Velayo, Jr., graced and spearheaded the event together with the support of the bureau’s Division Chiefs, Section Chiefs, Unit Heads, Provincial/City Fishery Officers of Zamboanga Sibugay, Zamboanga Del Sur, and Zamboanga Del Norte, Project Leaders and Technology Outreach Station Managers.

Ms. Liliosa R. Paredes warmly welcomed the hardworking men and women of BFAR IX as she gave her motivating message recalling how CY 2020 has been a year of survival for everyone. She added that this year has been a year of healing from the devastation of the pandemic, and she hopes for a better 2022 either with the people adapting to the “new normal”.

Afterward, Ms. Irish B. Mamhot, OIC of PMES/Budget Officer presented the DA-BFAR IX CY 2021 Physical and Financial Accomplishments as of November 2021 and the Financial Accomplishment based on Obligation as of December 10, 2021. This was followed by the Presentation on Financial Performance based on Disbursement as of December 13, 2021, and Cash Status by Mr. Von Vladimier B. Montayre, OIC, Accountant.

The status and update on all major projects implemented were presented by the focal persons on Seaweed Development Project; Urban Aquaponics and BASIL Program; Aquaculture Project under the 180 Million funding of Senator Kiko Pangilinan; OPLAN ISDA Activities; Legislated Hatchery; BFAR Scholarship Program; and Fisheries Management Areas respectively.

Meanwhile, participants were given ample time to review their submitted FY 2022 Project Procurement Management Plan (PPMP) and their Activity and Project Proposals based on the NEP Level FY 2022 Budget. The draft of the BFAR IX Annual Procurement Plan (APP) was discussed with the participants as a guide in preparing the purchase request. In line with the health protocols set by the IATF against COVID-19, social distancing, use of alcohol, and facemask have been strictly observed and monitored, and adherence to the guidelines in line with the conduct of mass gathering for areas under Alert Level 2.
