It can be recalled that the Surigao City Council passed a resolution, April 7 requesting the Department of Health (DOH) to only accommodate residents from Surigao del Norte and Dinagat Island at the Caraga Regional Hospital. Since its passing, it has earned negative reaction from the public especially those residing outside Surigao del Norte and Dinagat Island calling it a “selfish” move on the part of the council.

When asked about his reaction on the controversial resolution, Fortun said that the “resolution cannot be one that orders or imposes on the Caraga Regional Hospital to do this or that. The resolution will not hold water, and is, without doubt, not legally binding.”
