Stabbing Incident
Stabbing incident transpired at Purok 4, Brgy. Asuzano, Titay, Zamboanga Sibugay at about 10:35 in the morning of February 19, 2021, wherein victim identified as Rolly Del Carmen Retuya, 29 years old, married, farmer was stabbed by the suspect also identified as Jomar Bayoran Cape, 23 years old, married, farmer, both residents of same place. Initial investigation disclosed that the suspect was under the influence of liquor and without any provocation displaying his knife to his neighbors and started challenging bystanders to a fight. Meanwhile, victim pacified the suspect. However, the latter stabbed the victim three times hitting once on his right leg and sustained lone stab wound on his body. Further, suspect was attacked by the crowd and mauled him that resulted to sustained injuries on his head and body. Both the victim and the suspect were immediately brought to Zamboanga Sibugay Provincial Hospital, Sanito, Ipil, Zamboanga Sibugay for medical treatment.
Porter Busted in Zamboanga City Drug Sting Operation
Operatives of Zamboanga City Police Station 5 led by PMAJ Julus B Dao-An conducted anti-illegal drugs operation at Barangay Tugbungan, Zamboanga City at about 7:00 PM of February 19, 2021. The operation resulted to the arrest of Faisal Cuevas Y Sabandal, 47 years old, married, porter, elementary level and a resident of Phase 1, Buguk, Barangay Kasanyangan, Zamboanga City, listed as Newly Identified drug personality. Confiscated from his possession were Four (4) heat sealed transparent plastic sachets of suspected shabu with an estimated DDB value of ₱ 2, 000.00 weighing more or less 0.29 grams and Two (2) pcs. of ₱ 100.00 bill as marked money. Said subject person is now under the custody of said police station in preparation of filing of appropriate charges in court. All recovered items will be brought to Zamboanga City Crime Lab Office.
4 Held in Alicia for Illegal Fishing
Joint elements of Alicia Municipal Police Station led by PMAJ. Raul Talan Clavecilla, together with municipal BFAR representatives conducted coastal patrol at Municipal Seawater of Barangay Ilisan, Alicia, Zamboanga Sibugay at about 12:30 PM of February 19, 2021. The operation resulted to the apprehension of one (1) motorized fishing boat locally known as “tapsay” color gray who were caught in the act engaged in illegal fishing activity with four (4) individuals identified as: Ruben Sibanes, 37 year old, married; Reynaldu Espinosa, 28 year old, married; Renato Magdali, 29 year old, single; and Jhon Marc Tanduyan, 17 year old, single, all residents of Purok Mangga, Barangay Poblacion, Alicia, Zamboanga Sibugay. Confiscated during the operation were: one (1) engine 10 HP kama, thirty seven (37) meters mesh net and seventeen (17) meters rope with estimated total value of twenty thousand pesos (₱ 20,000). Apprehended crews and fishing paraphernalia’s were now under custody of municipal BFAR office for proper disposition.
Man Arrested in Siay for the Crime Of Qualified Rape (2 counts)
Combined elements of Siay Municipal Police Station and Zamboanga Sibugay Provincial Police Office –Intel Branch conducted law enforcement operation against wanted person at Purok 7, Barangay Paruk, Siay, Zamboanga Sibugay at about 1:30 PM, February 19, 2021. The operation resulted to the arrest of Ricky Cataluna Bacusa, 27 years old, single, a resident of Purok 7, Brgy Paruk, Siay, Zamboanga Sibugay. The arrest was made by virtue of Warrant Of Arrest for the Crime Of Qualified Rape (2 counts) docketed under Criminal Case No. i-8232-33 dated February 17, 2021 issued by hon. Joel G Vercide Presiding Judge, RTC, 9th Judicial Region, Branch 37, Ipil, Zamboanga Sibugay with no bail recommended. Arrested person is now under the custody of Siay MPS for proper disposition.
Road Crash Accident
Vehicular accident transpired at National Highway, Brgy. Balugo, Imelda, Zamboanga Sibugay at about 3:30 PM of February 19, 2021 involving 2 motorcycles describe as follows: MC1- one (1) unit Bajaj ct 100 color blue with plate no. 5295 JL, driven by Edelberto C. Padres, 21 years old, student and a resident of Dacanay Siay with back rider identified as Jullian I. Mejares, 17 years old, student and a resident of Brgy. Sumama, Siay, and MC2-XRM 125, color green, no plate driven by Angelito C. Lindero 53 years old, married, laborer and a resident of Brgy Balugo, Imelda. Initial investigation conducted disclosed that both MCs were travelling from opposite direction, mc-1 coming from Siay going to Diplahan while MC-2 also traveling coming from Bgy. Balugo going to Poblacion, Imelda, Zamboanga Sibugay and upon reaching at the place of accident, both MCs over took at high-speed and unable to evade and miscalculated their distance, causing them to caught up against each other at the center of the road and unfortunately collided thereat head-on collision and crashed at the road. as a result, the driver of MC1 sustained head injury, lacerated/fractured on his right leg while his back rider (Jellian I. Mejares) also sustained serious physical injuries and brought to Lancheta Hospital, Imelda for medical treatment but declared dead on arrival by attending physician while the driver of mc2 also sustained head injuries and immediately brought to Amoroso Hospital, Imelda, and later forwarded to Aiza Hospital, Pagadian City for further medication. Both MCs incurred damage and brought to Imelda MPS for proper disposition.

Guevarra together Pamplona Municipal Police Station (MPS) conducted law enforcement operation against wanted person at Purok Madang, Brgy. Banawe, Pamplona, Negros Oriental at 11:05 PM of February 19, 2021. The operation resulted in the arrest of Raymart Casili Sampigan (Top 7 Priority Target On Illegal Drugs Regional Level) aka Franklin, Ambit, Mart-Mart, 20 years old, single, jobless, a resident of. He was arrested by virtue of arrest warrant for the crime of viol of sec. 26, RA 9165 with no bail recommended docketed under Criminal Case No. I-7422 dated oct 01, 2019 issued by Hon. Anthony D. Isaw, Presiding Judge, RTC, 9th Judicial Region, Branch 24, Ipil, Zamboanga Sibugay and another case for Attempted Homicide docketed under Criminal Case No. 4894-i issued by Hon. Rowena S. Capistrano-Magallanes., Acting Presiding Judge, MCTC of Ipil-Tungawan-RT Lim dated December 26, 2019 with bail recommended amounting to Php36,000.00. Subject was also listed as Top 2 most wanted person – regional level. Said arrested accused was brought to Pamplona MPS for proper documentation and subsequently be transported to Ipil, Zamboanga Sibugay for proper case disposition.
Top 3 Most Wanted Person of Kumalarang Killed, 1 Other Arrested in Law Enforcement Operation
Police operatives of Kumalarang Municipal Police Station, Zamboanga del Sur Police Provincial Office and 53rd Infantry Battalion of Phil Army conducted joint law enforcement operation at Purok Uno, Barangay Picanan, Kumalarang, Zamboanga del Sur at about 11:30 PM of February 18, 2021 against the wanted person Montaser Dayan a.k.a. “Tasi”, (Top 3 Most Wanted Person – Municipal Level of Kumalarang, Zamboanga del Sur) 35 years old, male, single, self-employed, and a resident of Sitio Lumapay, Barangay Boyugan West, Kumalarang, Zamboanga del Sur. The operation was based on Arrest Warrant for the crime of Murder, docketed under Criminal Case Number 15317-2020 issued by Hon. Dennis P Vicoy, Presiding Judge of Branch 21, Regional Trial Court, Ninth Judicial Region, Pagadian City with no bail bond. During the operation, the abovementioned wanted person together with his one companion resisted and fired the operating elements which prompted them to return fire, however, suspect managed to speed off with their driven motorized pump boat heading towards Purok Dos, Barangay Picanan, Kumalarang, Zamboanga del Sur. At about 7:00 AM of February 19, 2021, PNP personnel of Kumalarang MPS conducted follow up operation and found the dead body of accused lying in their gate away motorized pump boat identified as Montaser Dayan a.k.a. “Tasi”, 35 years old, male, single, self-employed, and a resident of Sitio Lumapay, Barangay Boyugan West, Kumalarang, Zamboanga del Sur. The cadaver now laid at his family at Sitio Lumapay, Barangay Boyugan West, Kumalarang, Zamboanga del Sur. Meanwhile, at about 1:00 PM of February 19, 2021, PNP personnel of Kumalarang MPS led by PMAJ Gaspar C Gadingan, OIC, together with 2nd PMFC and PIU-ZSPPO, conducted follow up operation at Purok 3, Barangay Picanan, Kumalarang, Zamboanga del Sur. The operation resulted to the arrest of the companion of accused identified as Rasdi Bairula Hamid, 37 years old, single, fisherman and a resident of Sitio Parangparang, Gusom, Kumalarang, Zamboanga del Sur and confiscated from his possession and control one unit improvised M203 rifle with three 40 MM HE live ammunitions; and one motorized pump boat with marking “Marquin”. He is now temporarily detained at Kumalarang Municipal Police Station custodial facility while appropriate charges are now being prepared for filing in court.
Murder Suspects Arrested
Police operatives of Manukan Municipal Police Station and Polomolok Municipal Police Station (MPS) conducted joint law enforcement operation against wanted person at Purok Masagana, Brgy. Magsaysay, Polomolok, South Cotabato at about 6:15 PM of February 19, 2021. The operation resulted in the arrest of Junrel Mundoc Daque, Aka “Marjun”, 32 years old, married, male, laborer, temporary residing at Esposado Subd., Brgy. Cannery, Polomolok, South Cotabato, with home address at Brgy. Disakan, Manukan, Zamboanga del Norte. He was arrested by virtue warrant of arrest for the Crime of Murder docketed under Criminal Case No. 23826 issued by Hon. Cherry Joy C. Concha-Ageas, RTC, 9, Br. 10, Dipolog City dated march 10, 2020 with no bail recommended. He is now under the custody of Polomolok MPS for proper disposition.

Combined operatives of Siayan Municipal Police Station (MPS), Liloy Municipal Police Station, 901st Company of RMFB9, Zamboanga del Norte Provincial Police Office – Intel Branch and Regional Intelligence Division 9 conducted intensified police operation and Intel driven operation thru manhunt operation at Brgy. Dela Paz, Liloy, Zamboanga del Norte at about 3:40 PM of February 19, 2021. The operation resulted in the arrest of Efren Cabog Tayrus, 28 years old, married, male, and a resident of Brgy. Dela Paz, Liloy. He was arrested by virtue of warrant of arrest for the Crime Of Murder in Criminal Case No. s-4795 issued by Presiding Judge Reymar L Lacaya of RTC 9th Judicial Region, Sindangan, Zamboanga Del Norte dated August 6, 2018, with no bail recommended. The arrested accused is now under the custody of Siayan MPS for proper disposition.
Man Arrested in Dipolog City for the Crime of Qualified Rape
Police operatives of Dipolog City Police Station led by PLTCOL. Gilzen Niño R. Manese together with 1st Zamboanga del Norte Provincial Mobile Force Company conducted manhunt operation at Sitio Kabutongan, Brgy. Estaka, Dipolog City, Zamboanga del Norte at about 4:00 PM of February 19, 2021. The operation resulted in the arrest of Rolly Bagalanon Tizon, 20 years old, single, male, and a resident of Sitio Kabutongan, Brgy. Estaka, Dipolog City. He was arrested by virtue of warrant of arrest for the Crime of Qualified Rape (2 counts) docketed under Criminal Case Nos. 24479 & 24483 issued by Presiding Judge Jose Rene Gallemit Dondoyano of RTC, 9th Judicial Region, Branch 7, Dipolog City dated January 8, 2021, with no bail recommended. He is now under the custody of Dipolog City Police Station for proper disposition.

Hernandez, conducted joint Intel driven operation thru service of warrant at Purok Lemonsito, Dilawa, Piñan, Zamboanga del Norte at about 4:00 PM of February 19, 2021. The operation resulted in the arrest of Eliezar Aborki Gumial, 44 years old, male, married, farmer and, Argie Montefalcon Gumial, 24 years old, male, married, construction worker, both residing at Purok Lemonsito, Dilawa, Piñan. They were arrested by virtue of warrant of arrest for the crime of RPC art 266-a-Rape (4 counts) docketed under Criminal Case Nos. 24577, 24578, 24579, & 24580 issued by Acting Presiding Judge Jose Rene G Dondoyano, RTC 9th Judicial Region Branch 7, Dipolog City dated February 10, 2021 with no bail recommended. Arrested accused were now under the custody of Pinan MPS for proper disposition.
