Pagadian: Top Performing Governors in the Philippines

    The RPMD Foundation Inc. (RPMD) has concluded its comprehensive assessment of job performance for all Provincial Governors in the Philippines, evaluating their achievements across various regions.

    In the most recent independent and non-commissioned survey conducted at the beginning of 2024, Governor Gwen Garcia of Cebu and Governor Dax Cua of Quirino received the highest performance ratings. Governor Garcia achieved a 93.8% job performance rating, while Governor Cua earned a 93.2% job satisfaction rating. These impressive scores highlight their exceptional performance and place them at the forefront among their peers.

    Governor Dodo Mandanas of Batangas secured a notable 91.9%, and Governor Ann Hofer of Zamboanga Sibugay closely followed with 91.8%, both sharing the second position for their commendable performance. Governor Toto Defensor of Iloilo ranked third with a score of 90.3%.

    In the subsequent rankings, Governor Bai Mariam Mangudadatu of Maguindanao del Sur earned 82.6%, placing fourth. Governors Reynaldo Tamayo of South Cotabato and Pax Mangudadatu of Sultan Kudarat were statistically tied for fifth place, with scores of 81.5% and 81.3% respectively.

    Governor Matthew Manotoc of Ilocos Norte and Governor Henry Oaminal of Misamis Occidental shared the sixth position, achieving scores of 80.2% and 79.9%, respectively. Governor Damian Mercado of Southern Leyte followed with 78.7%, placing seventh alongside Governor Niño Uy of Davao Oriental, who received 78.5%.

    Governor Luigi Villafuerte of Camarines Sur and Governor Aurelio Umali of Nueva Ecija both attained scores of 77.3% and 76.9% respectively, placing them in the eighth position. Governor Humerlito Dolor of Oriental Mindoro secured ninth place with a score of 75.4%.

    Rounding out the top ten, Governor Robert Barbers of Surigao del Norte received 71.8%, and Governor Melchor Diclas of Benguet achieved 71.3%, underscoring their noteworthy performances in their respective provinces.

    The RPMD’s evaluation framework is rigorous and multifaceted, assessing Governors across several critical parameters. These include adherence to legal and ethical standards, strategic vision and planning, decision-making and problem-solving abilities, financial stewardship, crisis management strategies, development of public services, economic and social initiatives, community engagement, and innovations in public service.

    Dr. Paul Martinez, a Global Affairs Analyst and Executive Director of RPMD, emphasized the survey’s significance in promoting accountability and governance improvement. He highlighted the exemplary leadership of Governor Gwen Garcia and Governor Dax Cua, noting their constituents’ solid approval as a reflection of effective governance and public trust. Dr. Martinez further stressed that the results of the survey are the voice of the people, providing a clear and compelling measure of public sentiment and satisfaction. All Provincial Governors were assessed, and only those who were the top performers in their respective regions qualified for the national ranking. Congratulations to all the top-performing governors for their remarkable achievements and dedication to their constituents.

    The “Boses ng Bayan” national survey by RPMD, conducted from March 18-24, 2024 (1st quarter), involved 10,000 adult participants and provided a robust analysis of regional public opinion with a margin of error of +/-1% and a 95% confidence level. This survey serves as a critical tool for evaluating Provincial Governors in the Philippines, fostering transparency, accountability, and continuous governance enhancement for the betterment of public service and community development nationwide.
