The Sangguniang Panlungsod (SP) of Iriga City, headed by Vice Mayor Edsel Dimaiwat, convened a Committee En Banc hearing on June 26, 2025, at the SP Session Hall to tackle the growing concerns on the poor water service in several barangays under Prime Water. The session gathered city officials, concerned residents, and Prime Water representatives led by Iriga Branch Manager, Engr. Mark Anthony F. Muroda II.

The hearing stemmed from a motion raised by Councilor Nikki Lagrimas during the regular session on June 24, 2025, calling for the inclusion of the water issue in the agenda after alarming reports surfaced that some residents had resorted to collecting water from coconuts just to quench their thirst.

Public clamor over water service issues has been building up. Councilor Butch Abonite first delivered a privilege speech in 2023, bringing attention to the deteriorating conditions. He was followed by Councilor Dandreb Abonite, who, on November 9, 2023, also voiced strong criticism of Prime Water’s performance, following a complaint letter dated November 7, 2023, submitted by residents of Barangay Perpetual Help.

During the June 26 hearing, residents from Barangays Perpetual Help, San Antonio, Salvación, and Sto. Domingo testified to experiencing either unreliable, low-pressure, or completely unavailable water supply. These testimonies emphasized the wide-reaching effects on their households, businesses, and daily lives.

The council also examined the compliance of Prime Water with the joint venture agreement signed in 2018. Under the agreement, Prime Water was expected to expand its service coverage to all 36 barangays within five years. However, recent findings show that only 23 barangays are currently being served, raising concerns about unmet obligations.

The session highlighted a collaborative effort among city leaders, stakeholders, and the community, underscoring the importance of transparency, accountability, and active civic participation in resolving essential service issues.
