Sixty-nine casual employees of the Naga City government took their oath as permanent employees today, April 23, in a ceremony led by Mayor Leni Robredo, who administered the swearing-in.
The event marked the second implementation of the administration’s mass regularization program, a priority agenda aimed at providing long-serving employees the opportunity to advance in their careers as public servants. Many of the beneficiaries have been in service for at least 10 years.
Among them is Francisco Padilla Jr., who is nearing 60 years old and has been with the City Engineer’s Office for 26 years.
The mass regularization program was carried out through the joint efforts of the Sangguniang Panlungsod, the Human Resources Management Office, and the department heads.
In her message, Robredo emphasized that cases like Padilla’s—where an employee waits for more than three decades to gain permanent status—should no longer happen.
“Our vision is to implement the regularization program every year or twice a year to ensure professionalism,” she said.
With this year’s batch, the total number of employees granted permanent status has reached 158, including the 89 who were regularized in December 2025.
Of the city government’s more than 2,000 employees, only 30 percent hold either casual or permanent positions, while the remaining 70 percent are employed under job order or contract of service arrangements.
Robredo added that the city government aims to ensure security of tenure for all its employees at the earliest possible time. I via Jason Neola
