In line with the celebration of the Peñafrancia Festival 2025, the Permit to Carry Firearms Outside of Residence (PTCFOR) in Naga City shall be suspended from September 11 to 21, 2025.
Only members of the PNP, Armed Forces of the Philippines (AFP), and other Law Enforcement Agencies (LEAs) are authorized to carry firearms, and only when performing official duties and in agency- prescribed uniforms.
The measure is part of the PNP’s intensified security operations to prevent any firearm-related incidents during the celebration and to ensure the safety, security, and peaceful observance of the Peñafrancia festivities, which annually draw thousands of pilgrims, devotees, and visitors to Naga City.
PBGEN NESTOR C BABAGAY JR., RD, PRO 5, shall strictly implement this suspension and coordinate with all concerned units and agencies to ensure its effective enforcement.
The PRO 5 appeals to the public for their understanding and cooperation, emphasizing that this measure is for the protection of everyone and to guarantee a peaceful, orderly, and meaningful Peñafrancia Festival 2025.
