Following the directive of the Chief, PNP, PLTGEN Jose Melencio C Nartatez, Jr., to ensure maximum police presence, public safety, and peace and order during Undas 2025 (All Saints’ and All Souls’ Days), the Police Regional Office 5 (PRO5), under the strong leadership of PBGEN Nestor C Babagay, Jr., Regional Director, is set to deploy a total of 2,707 dedicated personnel across the entire Bicol Region on November 1 and 2, 2025.
This massive deployment underscores the PNP’s unwavering commitment to safeguard the lives, property, and welfare of the public as thousands of Bicolanos are expected to visit cemeteries, memorial parks, and places of worship to pay respects to their departed loved ones.
Of the total number, 1,491 police officers will be assigned to man police assistance desks strategically established in cemeteries and memorial parks; 479 will be deployed along national highways and major thoroughfares to operate motorist assistance desks; 192 will be stationed at key transport hubs such as bus terminals, airports, and seaports; while 544 will provide security and public assistance in churches, pilgrimage sites, and major tourist destinations throughout the region.
All police units under PRO5 have been placed on full alert status to guarantee rapid response to any eventuality, whether it be emergencies, accidents, or criminal incidents. In line with this, intensified anti-criminality operations, focused law enforcement initiatives, and sustained police visibility will be carried out around the clock.
PBGEN Babagay, Jr. emphasized that this security effort is a collective responsibility and directed all provincial and city police offices to strengthen coordination with local government units (LGUs), transport and traffic management offices, the Department of Transportation, emergency response teams, and other law enforcement agencies. This collaborative approach ensures smooth traffic management, swift emergency response, and the maintenance of peace and order in all areas of public convergence.
“We are not only deploying numbers—we are deploying commitment, discipline, and dedication. Our men and women in uniform are ready to serve and protect, to respond to any situation, and to ensure that our communities can commemorate Undas peacefully and safely”, RD BABAGAY JR, stated.
He also appealed to the public for their full cooperation by observing vigilance and personal responsibility during the observance. “We urge everyone to remain alert, avoid bringing unnecessary valuables, and immediately report any suspicious activities or unattended items to the nearest police assistance desk or through our PNP hotlines,” he added.
He further reminded the public that maintaining safety is a shared duty: “Let us all do our part. Your PNP is working tirelessly to ensure a safe and solemn Undas 2025. With everyone’s cooperation, we can achieve a truly peaceful, orderly, and meaningful observance of this important Filipino tradition.”
