The Provincial Local Government of Catanduanes (PLGC) and the Social Security System (SSS) signed a Memorandum of Agreement (MOA) to ensure the social security coverage and protection of its 728 Job Order (JO) and Contract of Service (COS) workers under the KaSSSangga-Collect Program.
SSS Vice President of Luzon Bicol Division Elenita S. Samblero commended PLGC in promoting their advocacy of providing social security protection to their workers who continue to serve their fellow Catandunganons.
“Unlike regular employees, job order and contract of service workers are not covered by the Government Service Insurance System (GSIS). However, they are coverable under the Social Security System and can be eligible for various benefits in times of contingencies,” Samblero said.
Under the agreement, PLGC’s JOs and contract of service workers will be registered as self-employed members of the SSS.
The agreement also states that PLGC will act as a Coverage and Collection Partner of SSS. They will be responsible in the collection and remittance of JO and COS workers’ monthly contributions to the SSS through salary deduction scheme.
With the timely remittance of contributions, PLGC’s JOs and COS workers will be entitled to receive Social Security (SS) benefits such as sickness, maternity, disability, retirement, death and funeral, as well as loan privileges like salary and calamity loan. They will also get additional coverage from the Employees’ Compensation Program (ECP) for work-related contingencies.

Rest assured that PLGC will stand with SSS to achieve this goal,” Catanduanes Governor Joseph C. Cua said.
