The Provincial Government of Camarines Sur, through the Environment, Disaster Management, and Emergency Response Office (EDMERO CAMSUR), has successfully concluded a three-day Outboard Motor Operator (OBM) Training from May 4 to 6, 2026, at Lago del Rey, Capitol Complex, Cadlan, Pili, Camarines Sur.
Led by expert trainers from the Philippine Coast Guard Camarines Sur, the training brought together disaster responders and uniformed personnel from CamSur EDMERO, the Bureau of Fire Protection (BFP), the Philippine National Police (PNP), and the Philippine Army — united in one goal to better prepared in times of disaster.
Among the participants was PMSg Jesus Florante Agarra of the PNP Camarines Sur Provincial Police Office (CSPPO), who expressed the value of the program both for personal readiness and for the province’s broader disaster response capacity.
“Magayon sa samuya bilang uniformed personnel na manudan ining OBM para sa preparedness natin sa typhoon,” he said.
PMSg Agarra further emphasized the training’s practical impact on ground operations, particularly in reaching communities that are most vulnerable during disasters. “Itong OBM ang laking bagay, ang laking tulong sa disaster preparedness. Sa aming mga uniformed personnel, napakalaking bagay para magamit namin ito during search and rescue at sa mga relief operation natin — alam naman natin na may mga barangay tayo na nasa remote area at mga [prone sa] baha.”
Participants underwent structured instruction covering key competencies in watercraft operations, including outboard motor mechanics, boat handling, docking and undocking procedures, and capsizing response protocols — skills considered critical in water rescue operations during typhoons, flooding, and other water-related emergencies.
The activity forms part of the Provincial Government’s continuing efforts under Governor Lray Villafuerte to strengthen the disaster preparedness and emergency response capabilities of CamSur’s frontline responders.
