The subject of this open letter is in regard to the protected area known as Northern Negros Natural Park (NNNP), which covers the following areas namely: San Carlos City, Silay City, Talisay City, Municipality of E.B Magalona, Municipality of Don Salvador Benedicto and among others.
NNNP is a protected area under Expanded National Integrated Protected Area System Act. (ENIPAS ACT).
To all DENR officials, you have the responsibility to maintain the national and international significance of these areas through the classification of “Natural Park” as provided by law.
The main goal of this protected area is to be kept and conserved for the benefit of the common good and the generation yet unborn.
As a result of your inaction as officials of the DENR, the illegal structures have mushroomed and thrived even if the said structures lack the required Environmental Impact Assessment (EIA) and Environmental Compliance Certificate (ECC) thus, violating the ENIPAS Act.
The negligence of this concerned agency has caused and has continued to cause irreparable damage to the environment, to the Filipino people, and the generation yet unborn.
A right to a balanced and healthful ecology is mandated to you under Executive Order 192, s. 1987.
