Itinalaga ng Inter Agency Task Force on the Management of Emerging Infectious Diseases (IATF-MEID) si Philippine National Police (PNP) Deputy Chief For Operations Lt. Gen. Guillermo Eleazar bilang Commander ng Joint Task Force COVID Shield.
Ang Joint Task Force Covid Shield ay inilikha ng IATF-MEID upang ipatupad ang mga direktiba sa mas maayos na sistema ng enhanced community quarantine sa buong Luzon.
Ang naturang grupo ay bubuoin ng mga opisyal ng PNP, AFP at PCG.
Samantala, magugunitang si Eleazar ang nangunguna sa paglibot sa mga checkpoints sa Metro Manila upang masiguro na maayos ang ipinapatupad na enhanced community quarantine.
