Binigyan na ng ultimatum ni Pangulong Rodrigo Duterte ang lahat ng mga preso na nakalaya sa bisa ng Good Conduct Time Allowance (GCTA) law.
Ayon kay Pangulong Rodrigo mayroon lamang 15 araw ang lahat ng napalayang preso na sumuko sa mga otoridad.
Aniya sa oras na mabigo ang mahigit 1,000 preso na sumuko sa loob ng 15 araw ay ituturing ang mga ito na takas sa batas at ita-trato ang mga ito bilang kriminal.
Kaugnay nito pinayuhan rin ng Pangulo ang mahigit 1,000 nakalayang preso na kaagad na magtungo sa mga himpilan ng Phil. National Police (PNP).

Aniya, handa siyang ma-impeach, at magbitiw sa puwesto kaugnay ng kaniyang muling pagpapakulong sa mga napalayang bilanggo.
