Dipolog: DSWD-PH locally-led Climate Action Project seeks support from PDC

    Provincial Development Council (PDC) Meeting was held at the Plenary Hall, Zamboanga del Norte Convention and Exhibition Center (ZNCEC) Estaka, Dipolog City on October 3, 2024. The PG-ZDN Provincial Development Council under the leadership of Governor Rosalina “Nanay Nene” G. Jalosjos was conducted for the review, discussions and updates of the different future programs, projects, and activities of the provincial government and other matters.

    The Governor with the Provincial Administrator Wilberth “Gaw Jojo” G. Magallanes appreciated the development partners especially the local executives, various stakeholders, national government agencies and civil society organizations for the continued support and partnership.

    One of the primary businesses of the day for action was the Department of Social Welfare and Development Project Briefer: Panahon sa Pagkilos, a PH Locally Led Climate Action Project which was delivered to seek the full support through the issuance of a PDC resolution by Ms. Teodolita S. Lopez – Suano CDO IX to the PG-ZDN Provincial Development Council. Further, she stressed that Climate Change is a major challenge for sustaining economic growth and poverty reduction.

    The Philippine Development Plan (PDP) 2023-28 recognizes that support for climate action is required to build resilience, and safeguard poverty reduction gains and efforts. It puts a premium on the need for integrated and comprehensive climate action between and among government, partners and stakeholders. She mentioned the flow Economic Analysis such as the schedule of Grant Release, Project Components that is (Strengthened Local Climate Change Action Plan, Locally – Led Climate Action Implementation, Project Monitoring and Management, Contingent Emergency Response (zero allocation). She also emphasized subproject categories such as climate – resilience facilities, Climate – Resilient Livelihoods – Ecosystem Conservation/Protection.

    For the project coverage of Region IX, 3 Provinces and 43 Municipalities with targeting criteria as covered provinces are identified as “high exposure” areas based on National Adaptation Plan with Poverty Incidence 18.1% Moderate to High Level of Risk in at least 3/6 (drought, heat, landslide, storm, flood, coastal inundation.

    Ms. Suano stated that the partner agencies are the Climate Change Commission (CCC) which is the partner implementer for component one, on provision of capability building on climate change related capacities aligned with the National Adaptation Plan. DENR – Provide Technical Assistance in terms of implementations affecting key biodiversity areas and protected areas and other environmental concerns, DILG – Provide Technical Assistance on the local planning process for the enhancement of the Local Climate Change Adaptation Plan (LCCAP).

    Further, Ms. Suano also informed the PDC regarding the updates on PAGKILOS such as the Secretary-Level Meeting and MOA signing (DSWD, CCC, & DENR), Endorsement of Proposal to NEDA – ICC, Climate Smart Workshop/ Training, National Technical Workshop and Drafting of ESF Instruments. It would be ways forward Development of Project Operations Manual or Sub manuals and second, Accessing of additional funding for expansion of project scope.

    For other agenda the Provincial Budget Officer Ms. Ma. Glendora T. Delora enumerated CY 2025, 20% Local Development Fund while Ms. Augee A. Velasco – OIC – PPDO, Head, PDC Secretariat detailed the CY 2025 Philippine Development Plan Aligned and Climate Change Expenditure – Tagged Annual Investment Plan. (Ginalin G. Ma – PIC)
