“For the record, wa pa mi nadawat (we haven’t received), as of now, nga applications,” butyag ni Catalan kagahapon, Miyerkules.

Mabasa ang mensahi ni Barrit : “The CCMC is operating and occupying the structure sans occupancy permit, also known as certificate of occupancy. Catalan boasted for faster processing of building and occupancy permit(s) due to the use of OBO Information System V2, a digital system of approving permits. But a reliable source from his office confided (to me) that the city-run hospital has not been issued an occupancy permit. In either case, then, there is no such thing as partial or temporary occupancy permit. That is illegal.”

Section 309 of the National Building Code mandates that “no building or structure shall be used or occupied and no change in the existing use or occupancy classification of a building or structure or portion thereof shall be made until the building official has issued a certificate of occupancy therefore as provided in this code.”

It further states that a certificate of occupancy shall be issued by the building official within 30 days, only if building or structure is found compliant with the provisions of the building code “after final inspection and submission of a certificate of completion.”
