On December 26, 2020 around 5:20 PM, PSSg. Jilmar Anjil, PSSg. Armin Dogmoc, and PCpl. Cedan Eric A. Leyson presently assigned in Surigao City Police Station designated as Beat Patrol officer brought herein the arrested suspect identified as RICHARD PERPICIO PAPELERAS, 33 years, old, male, single, self-employed, a resident of Purok 5, Kalubihan, Brgy. San Isidro, Gigaquit, Surigao Del Norte for the crime of Bribery and Unjust Vexation that transpired around 5:00 PM, along Km-4, Nat’l Highway, (Citi Hardware) Brgy. Luna, Surigao City.
Investigation disclosed that at the aforementioned time, date, and place while the aforementioned PNP personnel rendering their official duty, conducted checkpoint, and implementing traffic laws they noticed the aforementioned suspect driving a one yellow/black Honda XRM motorcycle bearing plate No. MS29520 without crash helmet prompted to be flagged down and was issued a Traffic Citation Ticket (TCT).
However, the suspect tried to bribe by willfully and intentionally give/offered a One Hundred paper bill (₱ 100) in exchange for his release to the police officers that cause annoyances to the authorities, and eventually led to his arrest.
The arrested suspect was informed of his Constitutional Rights as construed in the Miranda Doctrine and the nature of his arrest to the language known to him and the Anti-Torture Act.
The arrested suspect and confiscated evidence are now under the custody of Surigao City Police Station for disposition.
