In keeping with its commitment to ensure the safety and security of all major events in the Bicol Region, Police Regional Office 5, under the dynamic leadership of PBGEN ANDRE P DIZON, RD conducted mustering of troops on September 12, 2024, at Brgy. Balatas, Naga City. This crucial activity serves as a preparatory measure to ensure the full readiness of personnel for the upcoming Traslacion procession, a highlight of the Peñafrancia Festival, scheduled to take place on September 13, 2024.
The mustering involved the accounting and deployment of more than 5,000 personnel to include the PNP, Philippine Army, Bureau of Fire Protection (BFP), Highway Patrol Group (HPG), Philippine Coast Guard (PCG), Aviation Security Group (AVSEG), Land Transportation Office (LTO), Public Safety Office, Traffic Force Multiplier, City Disaster Risk Reduction and Management Office (CDRRMO), and the Regional Maritime Group.
This was facilitated by Naga City Police Office led by its City Director, PCOL ERWIN L REBELLON.
During the troop assembly, PBGEN DIZON personally addressed the deployed officers, reminding them of the critical importance of maximum tolerance, particularly in managing the large crowds expected to flood the streets of Naga City. He reiterated the need for discipline, professionalism, and respect for human rights in all their interactions with devotees. He also highlighted the necessity of heightened vigilance, given the potential for any untoward incidents or security concerns that may arise during the event.
Additionally, PBGEN DIZON underscored the significance of seamless coordination between the police, local government units, event organizers, and other security forces to ensure the smooth execution of safety protocols. He emphasized that close collaboration with all stakeholders is key to a swift and effective response to any challenges.
Furthermore, he acknowledged the indispensable role of force multipliers in augmenting police efforts, stressing that their involvement not only strengthens security measures but also deepens the sense of community responsibility in maintaining order during such a large-scale event.
The Traslacion, a procession carrying the revered image of the Our Lady of Peñafrancia, is one of the largest religious events in the country, attracting millions of devotees each year. Given its scale, PRO5 has taken an assertive, proactive stance in ensuring that every aspect of security is addressed, from crowd control to emergency response.
