Entrapment/Law Enforcement Operation conducted against Zamboanga City PNP Personnel involved in an Alleged Robbery Extortion
Joint operatives of Integrity Monitoring Enforcement Group, Zamboanga City Police Office and 55th Special Action Company conducted entrapment operation at Zamboanga City Police Station 9 at 6:45 PM of March 22, 2021. The operation resulted in the arrest of PMAJ. Orlyn Leyte, Officer In Charge, Zamboanga City Police Station 9, after allegedly receiving the amount of ₱ 90,000.00 broken down into ₱ 2,000.00 (with ultra violet powder) and Eighty eight (88) pieces photocopied 1,000.00 pesos bill (Boodle Money) as payment for the settlement against the victim who was robbed and divested of her jewelries and a week of her store earnings in the guise of a drug bust operation. A case of Robbery Extortion and Violation of RA 3019 also known as Anti-Graft and Corrupt Practices Act and RA 6713 Code of Conduct and Ethical Standard for Public Official and Employees is now being prepared against the suspects by the joint IMEG, MFU investigators. Likewise, four of the PNCOs are identified as PSSg. Hegenio Salvador, PSSg. Asser Abdulkadim, PCpl. Ismael Sasapan Hassan; and PCpl. Juman Arabani, who were all earlier involved in the Robbery Extortion were already relieved from Zamboanga City Police Station 9 and presently assigned under City Personnel Holding and Accounting Section, Zamboanga City Police Office.
Top 1 Most Wanted Person Aurora, Arrested
PNP personnel of Aurora Municipal Police Station (MPS) together with the 1st Zamboanga del Sur Police Mobile Force Company conducted joint law enforcement operation through service of arrest warrant at Purok Violeta, Barangay Lintugop, Aurora, Zamboanga del Sur at 12:20 PM of March 22, 2021. The operation resulted in the arrest of Cipriano Hernando Mangguray Jr aka “Junior”, male, 47 years old, married, fish pond caretaker and a resident of Purok Makugihon, Barangay Campo Uno, Aurora, Zamboanga del Sur. He was arrested by virtue of warrant of arrest issued by Hon. Analyn Ramas Costanilla, RTC 9th Judicial Region, Branch 30, Aurora Zamboanga del Sur for the Crime of Murder issued last November 26, 2020, Docketed under Criminal Case No. 20-10, 1805 with no bail bond recommended. He was brought to Aurora MPS for proper disposition.
Top 7 Most Wanted Person of Mahayag, Arrested
Police operatives of Manila District Field Unit, Bataan Municipal Police Station in coordination with Mahayag Municipal Police Station conducted joint law enforcement operation through service of warrant of arrest at Mount Tarak, Barangay Alas Asin, Mariveles, Bataan at about 9:00AM of March 22, 2021. The operation resulted in the arrest of Gomer Espina Patcho, 49 years old, male, single, caretaker of Anthony Chua Farm, and a former resident of P-5, Barangay Kabuhi, Mahayag, Zamboanga Del Sur. The arrest was made by virtue of warrant of arrest for the crime of Murder docketed under Criminal Case No. 2018-10-3539 with no bail recommended dated April 27, 2018 issued by Hon. Jaime B. Caberte, Executive/Presiding Judge of RTC, 9th Judicial Region, Branch 23, Molave, Zamboanga Del Sur. He is allegedly a member of Ozamis Criminal Group engaged in gun for hire, extortion and robbery hold-up, reportedly PAGs of Parojinog in Ozamis and listed number 7 Most Wanted Person of Mahayag, Zamboanga Del Sur Police Provincial Office. He is now temporarily detained at manila Criminal Investigation Detection Group, District Field Unit for proper disposition.
Top 10 Most Wanted Person in Roxas, Arrested
PNP personnel of Roxas Municipal Police Station (MPS) together with personnel of Criminal Investigation and Detection Group Camiguin and 1st Zamboanga del Norte Provincial Mobile Force Company conducted joint law enforcement operation through service of warrant of arrest at RCR Surplus Center, Zone 1, Barangay Kauswagan, Cagayan de Oro City at about 10:00 AM of March 22, 2021. The operation resulted in the arrest of Victor Catada Retes Jr., male, 47 years old, married, a native of Barangay Dohinob, Roxas, Zamboanga del Norte and currently residing at Zone 1, Barangay Kauswagan, Cagayan de Oro City by virtue of Warrant of Arrest for Qualified Theft docketed under Criminal Case No. 20221, issued by Jose Rene G. Dondoyano, Presiding Judge, 9th Judicial Region, Branch 6, Dipolog City dated July 18, 2016 with recommended bail bond of ₱ 60,000.00. He is currently under the custody of Criminal Investigation and Detection Group Regional Field Unit 10 for documentation prior turned-over to Roxas MPS for proper disposition.
Murder Incident
A homicide incident transpired at the room in Billiard Hall owned by Ometh Y. Albina located in Purok Bombil, Poblacion, Kumalarang, Zamboanga Del Sur at 8:15 AM of March 22, 2021. Initial investigation disclosed that the cadaver was identified as Jorge Montalban Catantan, 41 years old, married, construction worker, a resident of Barangay Malagutay, Zamboanga City was allegedly drunk in the evening of March 21, 2021. He causes noise annoyance every time he is under the influence of liquor as revealed by the people nearby. At 11:30 PM of March 21, 2021, while the victim was asleep in a hammock, an unidentified suspect stabbed the victim several time hitting in different parts of in his body causing his death. After the commission of the crime suspect fled on foot heading towards the direction of Purok Sawa, Poblacion, Kumalarang, Zamboanga Del Sur. Motive of the incident is still to be determined.
Fire Incident
A fire incident transpired at Chorks Roasters Fast food and Princess Native Chicken House, Sanson Street, corner F.S. Pajares Street, Gatas District, Pagadian City at 12:40 PM of March 22, 2021. Initial investigation disclosed that the fire started particularly at the grilling area/portion. Allegedly, the circuit breaker mounted at the said establishment exploded due to power shortage and instantly caused fire. It immediately gutted the grilling area in which the adjacent establishment was also burnt. According to the report made by the Bureau of Fire Protection (BFP), the estimated fire damage of Chorks Roasters Fast food amounts to one hundred fifty thousand pesos (₱ 150,000.00) while Princess Native Chicken House amounts to Thirty Thousand Pesos (₱ 30,000.00). The responding personnel of BFP declared the fire in control at about 12:50 P.M. of the same date.
Slit Neck Incident
A slit neck incident transpired at Purok Samahang Nayon, Barangay Gubaan, Aurora, Zamboanga del Sur at about 3:00 PM of March 22, 2021 wherein Emetudio Mora Mangyao, male, farmer, 63 years old, was allegedly slit on his neck by Allan Dalora Gador, male, farmer, 40 years old, married, both are residents of the said place. Initial investigation disclosed that at 2:30 PM of same date, when the victim arrived at the store of Fausto Tadora at above-mentioned-place, the suspect approached him and suddenly slit his neck using a small scythe. The victim was rushed to Aurora Community Emergency Hospital for treatment. Motive of the incident is believed to be personal grudge. The suspect voluntarily surrendered to the incumbent Punong Barangay Edgar Pilapil, of Barangay Gubaan, Aurora, Zamboanga del Sur. He was brought to Aurora Municipal Police Station for proper disposition.
Road Crash Incident
A road crash incident transpired at Purok 5, Barangay Balamban, Mahayag Zamboanga del Sur at 5:30 PM of March 22, 2021 wherein a pedestrian identified as Salvasion Rabutan Dalugdug, 73 years old, married, farmer and a resident of the said place was hit by a black and yellow Kawasaki Aura Nexus motorcycle bearing plate no. JM 4805 driven by Romeo Canama Soria, holder of Professional Driver’s License No. K04-84-005055, 55 years old, married, LGU Employee (LDRRMC Officer) and a resident of P-1, Barangay Upper Sto. Niño, Mahayag, Zamboanga del Sur. Initial investigation conducted by Mahayag Municipal Police Station (MPS) disclosed that at around 5:00 PM of March 22, 2021, was driving his single motorcycle. Upon approaching the place of incident, the victim suddenly crossed the barangay road. As a result, she was hit by the motorcycle that caused her to stumble down on the cemented road, she incurred serious head injury while the motorcycle crashed down on the road injuring the driver’s right arm. The victim was immediately rushed to Lorenzo Tan Multi-Purpose Hospital for immediate treatment. The driver of the single motorcycle surrendered to Mahayag MPS after the incident. Upon follow up investigation at the hospital, it was found out that the victim was declared dead on arrival.
Tricycle Driver Arrested in a Drug Buy-Bust Operation in Kawit
Station Drug Enforcement Team of Pagadian City Police Station (CPS) together with personnel from Dumalinao Municipal Police Station, Midsalip Municipal Police Station and 2nd Maneuver Company, Zamboanga del Sur Provincial Mobile Force Company conducted illegal drugs buy-bust operation at Purok Talisay B, Kawit, Pagadian City at 9:10 PM of March 22, 2021. The operation resulted in the arrest of Michael Oberez Rosales, 38 years old, male, married, Filipino, tricycle driver and a resident of the said place. Confiscated during the operation are the following: one (1) piece small transparent plastic sachet containing substance suspected of methamphetamine hydrochloride “Shabu”, as buy-bust evidence; six (6) pieces small transparent plastic sachets containing substance suspected of methamphetamine hydrochloride “Shabu”, with estimated weight of 0.35 gram and estimated value of ₱ 2,380.00; one (1) unit white Samsung Cellphone; and one (1) piece one thousand peso bill (₱ 1,000) as marked money bearing serial no. VX215203; He is now under the custody of Pagadian CPS while the case for Violation of R.A. 9165 also known as “Comprehensive Dangerous Drugs Act of 2002” is being prepared against the above mentioned suspect.
Hand Grenade Found in Guiwan
A hand grenade was found at the gate of the house of Police Lieutenant Dexter Villanueva, legal age, male, married, PNP member presently assigned at ROMD9 and a resident of Gonzales Drive, Sampaguita Road, Barangay Guiwan, Zamboanga City at about 7:00 AM of March 22, 2021. Investigation disclosed that at around 6:45 AM of same date, PLT. Villanueva was about to open the gate of his house when he noticed a nylon wire hanging on the gate, and as he searches where the wire was connected, it led to the mail box. The nylon wire was connected to the pin of the hand grenade. Responding EODT personnel led by PCMS Rodel Lopez Bazan verified the said hand grenade as MK2 fragmentation grenade. Said grenade is now under the custody of EODT for safe keeping. Zamboanga City Police Station 5 is still conducting investigation regarding the incident.
Murder Suspect Arrested in Mabuhay
Police personnel of Mabuhay Municipal Police Station together with Zamboanga City Police Station 5 conducted law enforcement operation through service of warrant of arrest at Barangay Malinao, Mabuhay, Zamboanga Sibugay at about 1:00 PM of March 22, 2021. The operation resulted in the arrest of Mark Catiil Villacura, single, 25 years old, unemployed, and a resident of Barangay Malinao, Zamboanga Sibugay. He was arrested by virtue of warrant of arrest for the crime of Murder docketed under criminal case number 46826, issued by Hon. Shene Chiong Canete, presiding judge, 9th Judicial Region, Branch 35, Zamboanga City dated January 20, 2021, with no bail bond recommended. He is now at the detention cell of Mabuhay Municipal Police Station prior turn over to Divisoria Police Station.
Robbery Incident in Kabasalan
A robbery incident transpired at Barangay Lumbayao, Kabasalan, Zamboanga Sibugay at about 6:00 PM of March 22, 2021. Victim was identified as Horaceson Sayan Duque, 28 years old, single a resident of Purok 9 Tampilisan Labrador, Buug, Zamboanga Sibugay, branch supervisor of J&T Office Kabasalan. Investigation disclosed that the three (3) unidentified suspects wearing jacket with face mask on board a single motorcycle described as Black Skygo Wizard with unidentified plate number suddenly appeared then forcibly entered the said office, suspects pointed a gun to the victim and declared hold-up. Suspects took away four hundred thousand (₱ 400,000.00) worth of cash and three (3) unit cellular phones then afterwards fled toward Naga, Zamboanga Sibugay after the incident on board their getaway vehicle. Elements of Kabasalan Municipal Police Station are now conducting thorough investigation while adjacent Municipal Police Stations are conducting checkpoint operation for apprehension of the suspects.

Joint elements Mabuhay Municipal Police Station together with personnel of 1st Provincial Mobile Force Company, Talusan Municipal Police Station (MPS) and Divisoria Police Station conducted law enforcement operation through service of warrant of arrest at Barangay Laparay, Talusan, Zamboanga Sibugay at about 9:45 PM of March 22, 2021. The operation resulted in the arrest of Analyn Villacura Guerrero, widow, 49 years old, unemployed and a resident of Barangay Laparay, Talusan, Zamboanga Sibugay. The arrest was made by virtue of warrant of arrest for the crime of Murder docketed under Criminal Case number 46826, issued by Hon. Shene Chiong Canete, Presiding Judge, 9th Judicial Region, Branch 35, Zamboanga City dated January 20, 2021, with no bail bond recommended. He is now at the detention cell of Mabuhay MPS prior turn over to Divisoria Police Station.
Rape Suspect Arrested in Polanco
Intel Operatives of Polanco Municipal Police Station (MPS) conducted law enforcement operation through service of warrant of arrest at Purok African Daisy, Barangay Anastacio, Polanco, Zamboanga del Norte at about 2:00 PM of March 22, 2021. The operation resulted in the arrest of Ricky Galabin Rodrigo, 26 years old, male, single, High School undergraduate, construction worker and a resident of said place. He was arrested by virtue of warrant of arrest for Violation of Art. 226-A, RPC , “Rape” docketed under Criminal Case Nos. 24692 and 24693, issued by Jose Rene G. Dondoyano, Acting Presiding Judge, RTC Ninth Judicial Region, Branch 7, Dipolog City, Zamboanga del Norte, dated March 19, 2021 with no bail bond recommended. He is now under the custody of Polanco MPS pending the issuance of commitment order.
Robbery Incident
A robbery incident transpired inside Lingling Store, Barangay Saint Mary, Sirawai, Zamboanga Del Norte at 1:40 AM of March 23, 2021. The store is owned by Lingling Ballas Maing, 37 years old, married, businesswoman also a resident of said place. Initial investigation disclosed that the perpetrator/s gained entry by forcibly breaking the jalousie glass window of the second floor of the store. Suspect/s took away one (1) piece Samsung cellular phone worth ₱ 10,000.00 and cash amounting to ₱ 15,000.00 which was placed inside the drawer, was also missing. Estimated value of stolen items amounting to ₱ 25,000.00 and after which, the suspect exited the same. Victim and other occupants believed that the incident possibly occurred between 12:00 AM to 1:00 AM of same date while they were at the midst of sleeping. Follow-up operation is being conducted by Sirawai Municipal Police Station for the arrest of the perpetrator/s.
