PNP Caraga: Law Enforcement Ops Target Wanted Persons, NPA

Camp Col Rafael C Rodriguez, Butuan City—– On the issue that police operations involved crackdown on former rebels, PNP Caraga Director PBGEN ROMEO M CARAMAT, JR clarified today (August 28) that the manhunt operations in Caraga were implemented against all individuals with standing warrants of arrest including the wanted former rebels.

“Whether you are a rebel returnee or not, as long as you have warrant of arrest issued by the court, we are duty bound to effect the arrest,” the region’s top cop stressed out.

An arrest warrant stemmed from an information (complaint) filed by the prosecutor against the suspect in court. The judge found probable cause for the issuance of warrant of arrest.

RD CARAMAT JR ensured that the conduct of intensified law enforcement operations was not meant to bring the former rebels behind bars but to let those subjects of warrants of arrest answer the charges filed against them.

He also added those who will return to the folds of the law shall be assisted by the police to avail the benefits under the Enhanced Comprehensive Local Integration Program (E-CLIP).

Pursuant to Executive Order No. 70 creating the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), rebel returnees are given the life-changing opportunity to lead normal lives with their families as free and empowered citizens.

The NPA has been substantially weakened because of the sustained and intensified government efforts to end local communist armed conflict leading to significant losses of NPA leaders, seasoned fighters, and mass-based supporters.
