Davao del Norte: People are no longer allowed to leave the house after Governor Edwin I. Jubahib signed Executive Order No. 29 on Monday, March 30, 2020 to enhance the containment of COVID-19, unless they have a Quarantine Pass (QP).
Section 1 of the EO says that for all residents of Davao del Norte to legally go outside their houses, they have to acquire a QP, starting Wednesday, April 1, that will be distributed by their local barangays.
Accordingly, barangays throughout the province will have to establish checkpoints where a quarantine pass will be asked from each person who seeks to go out or enter.
On top of that, the QP which can only be used for one day, will only be issued if the purposes of going out are to:
- Buy food or medicine or other basic household necessities;
- Go to the hospital or medical or dental clinics or police stations or attend an emergency situation; and
- Transact in other establishments allowed to continue to operate such as banks, gas stations, hardware, and money remittance or payment centers, among others.
Employees of the government and exempted private establishments will be allowed to go on duty, but a government ID or company ID will have to be presented when asked at all the checkpoints.
Retailers or wholesalers who seek to enter into other cities to “tap goods and supplies must present their business permits or appropriate certification from the Mayor’s office at the checkpoints for validation before being allowed entry.”
The Executive Order No. 29, Series of 2020 is “An Order Prescribing Guidelines on the Implementation of Quarantine Pass and Reiterating the Imposition of Curfew and Liquor Ban and Prohibition of the Manufacture, Transport, and Trading of Methanol-Based Products During the Implementation of the Community Quarantine in Davao del Norte Province”.
