Iriga: PRO5 hold turnover Ceremony for Albay Police Provincial Office

    The Police Regional Office 5 (PRO 5) held a turnover of office ceremony for the Albay Police Provincial Office (APPO) at the Maringal Lounge, Camp BGen Simeon A Ola, Legazpi City, with PBGEN NESTOR C BABAGAY JR., Acting Regional Director, PRO 5, as the Presiding Officer.

    In the ceremony, PCOL NOEL D NUÑEZ formally assumed his post as the new Provincial Director of Albay, succeeding PCOL JULIUS C AÑONUEVO.

    PCOL Nuñez, a proud member of the PNPA Class of 1999 “Tanglaw-Lahi, brings with him extensive experience and proven leadership in the service. Prior to his new designation as APPO Provincial Director, he served as the Chief, Investigation Management Division of the Highway Patrol Group.

    In his message, PBGEN BABAGAY JR., extended his warm congratulations to both outgoing and incoming officers. He commended PCOL AÑONUEVO for his dedicated service and significant contributions to the province, which strengthened community trust and improved peace and order initiatives.

    He also expressed his confidence in the new Provincial Director.

    “TO PCOL NUÑEZ, we extend our warmest congratulations and full support as you take on this critical role. The challenges ahead are substantial, but we are confident in your capability, dedication, and leadership to steer APPO toward greater heights. The people of Albay deserve nothing less than a police force that is visible, proactive, and compassionate—a force that embodies the core values of the PNP: Service, Honor, and Justice.”

    He likewise underscored one of the key directives of the Chief, PNP—the strict implementation of the 5-Minute Response Policy, which requires police officers in urban areas to respond to calls for assistance within five minutes.

    “This policy is not just about speed; it is about saving lives, preventing crimes, and reassuring our communities that help is always within reach. As the new Provincial Director of APPO, we expect you, PCOL NUÑEZ, to ensure that this policy is strictly enforced across Albay’s urban centers. The people must feel that their police force is always ready, always reliable, and always there when needed,” he added.

    The turnover of office ceremony was witnessed by the members of the Command Group, Regional and Personal Staff, and key officers and personnel of PRO 5, marking another milestone in the continuing commitment of the PNP to strengthen peace and order in the Province of Albay.
