Demonstrating heightened operational readiness and unwavering commitment to public safety, Police Regional Office 5 (PRO 5) headed by PBGEN Erosito N Miranda conducted a full-scale show-down inspection of disaster response personnel, mobility assets, and rescue equipment on May 9, 2026, at around 8:00 AM in front of the PRO 5 Administration Building, Camp BGen Simeon A Ola, Legazpi City, amid the possible effects of Tropical Storm Hagupit and the continuing volcanic activity of Mayon Volcano.
The inspection highlighted the preparedness and deployability of PRO 5’s disaster response contingents, particularly the KASUROG D.E.A.R. (Disaster Emergency Assistance Response) and C.A.R.E. (Crowd Management Advanced Reactionary Force Engagement) teams, ensuring that adequate personnel are readily available for immediate deployment in case rescue, evacuation, relief, and public safety operations become necessary.
All personnel were properly accounted for, while disaster response vehicles, mobility assets, communication equipment, and rescue tools underwent thorough inspection and assessment to ensure operational effectiveness and rapid mobilization during emergencies and calamities. Rescue trucks, patrol vehicles, ambulances, rubber boats, generators, medical kits, communication devices, rescue gear, personal protective equipment, and other life-saving apparatus were checked to guarantee readiness for field operations.
As part of its intensified disaster preparedness measures, PRO 5 also strengthened the prepositioning of response assets in strategic and disaster-prone areas throughout the region. Adequate fuel supply, emergency food provisions, medicines, rescue supplies, and logistical requirements were prepared to sustain operations during severe weather disturbances and volcanic incidents.
Police stations and operational units were likewise directed to maintain continuous monitoring of vulnerable communities and high-risk areas susceptible to flooding, landslides, storm surge, lahar flow, and other hazards associated with tropical cyclones and volcanic activity. Quick Response Teams and disaster monitoring units were placed on heightened alert status to ensure immediate coordination and response whenever necessary.
To further enhance disaster response capability and interoperability under “Bicol Shield,” PRO 5 reinforced coordination with Local Government Units (LGUs), Office of the Civil Defense 5 (OCD 5), Disaster Risk Reduction and Management Councils (DRRMCs), the Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), Philippine Coast Guard (PCG), and other partner agencies. Existing contingency plans, evacuation procedures, traffic management plans, and security operations for evacuation centers and affected communities were likewise reviewed and updated for efficient implementation during emergencies.
The show-down inspection also served as a reminder for all personnel to remain vigilant, disciplined, and mission-ready at all times while continuously observing safety protocols and maintaining close coordination with concerned agencies and community stakeholders for timely information dissemination and effective disaster response operations.
