To ensure the safe, orderly, and peaceful observance of Labor Day on May 1, 2026, Police Regional Office 5 (PRO 5) will deploy a total of 7,193 personnel across the Bicol Region.
This deployment consists of 6,675 PNP-PRO 5 personnel assigned in various provinces and key areas, 152 augmentation forces, and 365 force multipliers from partner agencies and stakeholder groups.
The deployed personnel are tasked to conduct intensified police visibility patrols, traffic management and assistance, establishment of checkpoints and border control points, civil disturbance management operations, and other law enforcement functions to ensure public safety and security throughout the duration of the celebration.
PRO 5 will also be placed on heightened alert status, with all units directed to maintain full operational readiness to promptly respond to any untoward incidents or emergencies that may arise during the holiday period.
Security preparations specifically cover public gathering areas, transport terminals, commercial centers, parks, and other convergence points where large crowds are expected, in order to maintain peace and order and ensure the smooth flow of activities during the celebration.
Police personnel are likewise directed to respect and uphold the constitutional rights to peaceful assembly and freedom of expression, provided that the necessary permits and legal requirements are secured. The focus of law enforcement remains on ensuring public safety and maintaining order, rather than preventing lawful demonstrations.
In line with heightened operational requirements, the granting of leaves for all PNP uniformed personnel is temporarily suspended during the period to ensure maximum deployment strength and readiness.
Under the leadership of PBGEN EROSITO N MIRANDA, Regional Director, PRO 5, all police units are also instructed to sustain intensified law enforcement operations to prevent lawless elements from taking advantage of the holiday celebration.
