The Police Regional Office 5 (PRO5) opened another work week with renewed zeal and unwavering dedication to its mission of serving and protecting the people of the Bicol Region.
The Monday Flag Raising Ceremony was held today, December 1, 2025, at the PRO5 Grandstand, Camp BGen Simeon A. Ola, Legazpi City, and was led by PBGEN NESTOR C BABAGAY, JR., Regional Director. The activity was attended by members of the Command Group, regional and personal staff, police commissioned and non-commissioned officers, and non-uniformed personnel.
The program also became a platform to recognize the commendable achievements of PRO 5 personnel who displayed exceptional performance in the fulfillment of their duties. Their efforts significantly contributed to peace, order, and security in their respective areas of responsibility.
The Medalya ng Kadakilaan was conferred upon PMAJ Kenny L Tantiado of the Albay Police Provincial Office for his meritorious accomplishment during a Manhunt Charlie operation conducted on October 11, 2025 in Brgy. Poblacion, Rapu-Rapu, Albay, which resulted in the arrest of a DILG National Most Wanted Person for Murder, with no bail recommended and a reward amounting to Php 135,000.00.
The same medal was awarded to PCPT Dennis A Altez of the Regional Headquarters for the successful conduct of an anti-illegal drugs buy-bust operation on November 25, 2025 in Brgy. Irayang Solong, Minalabac, Camarines Sur, which led to the arrest of one suspect and the confiscation of 1,008.57 grams of shabu valued at Php 6,858,276.00.
Also receiving the Medalya ng Kadakilaan was PCPT Leoncio E Garfin Jr. of the Camarines Norte Police Provincial Office, recognized for the buy-bust operation he led on November 22, 2025 in Brgy. Lag-on, Daet, Camarines Norte, which resulted in the arrest of one suspect and the seizure of 1,491.66 grams of shabu with an estimated value of Php 10,143,315.88.
Meanwhile, the Medalya ng Kagalingan was awarded to PEMS Junny L Mabini of Daraga Municipal Police Station, Albay PPO, for the successful conduct of a Manhunt Charlie operation on September 12, 2025 in Brgy. Malobago, Daraga, Albay. The operation culminated in the arrest of the Rank No. 2 Regional Most Wanted Person of PRO5, wanted for three counts of Qualified Trafficking in Persons and Qualified Rape by Sexual Assault—both non-bailable offenses.
The Medalya ng Kasanayan was presented to PSSg Johza Emelyn M Molet of Virac Municipal Police Station, Catanduanes PPO, in recognition of her exceptional dedication and competence as Investigator-on-Case. Her in-depth and meticulous investigation led to the successful filing of a rape case in court for an incident that occurred on January 18, 2025, in Brgy. Cavinitan, Virac, Catanduanes.
In his message, RD PBGEN Babagay, Jr. congratulated all awardees for their exemplary dedication, diligence, and professionalism. He also expressed his gratitude to all PRO 5 personnel for their steadfast commitment to duty, particularly during the rallies held over the weekend where their presence
ensured the maintenance of peace and order. He concluded by encouraging everyone to remain focused, grounded, and steadfast in carrying out their sworn responsibilities as public servants.
