Iriga: Internal audit service spearheads operational audit on tenurial instruments

Pursuant to the audit engagement of the Internal Audit Service (IAS) of the Department of Environment and Natural Resources (DENR) Central Office (CO), an Operations Audit was spearheaded by the Operations Audit Division (OAD) on May 28, 2024 at the DENR Regional Office 5, Hamada Hall, Rawis, Legazpi City.

The entry conference was attended by Officer In Charge (OIC) Director for Internal Audit Service (IAS) Vicente B. Tuddao, Jr., Regional Executive Director (RED) Francisco E. Milla, Jr., Assistant Regional Director for Management Services (ARD-MS) Ronnel B. Astor, Assistant Regional Director for Technical Services (ARD-TS) Atty. Ronnel C. Sopsop, Assistant Regional Director for Special Concerns (ARD-SC) Adona P. San Diego, Division Chiefs and CO IAS Team Members. Provincial Environment and Natural Resources (PENR) Officers and Community Environment and Natural Resources (CENR) Officers were also in attendance via Google Meet.

The audit engagement focused on Foreshore/Miscellaneous Lease Agreement (FLA/MLA), Forest Land Use Agreement (FLAg), Forest Land Use Agreement for Tourism Purpose (FLAgT), Special Land Use Permit (SLUP), and Special Use Agreement in Protected Areas (SAPA).

“In line with this commitment, we are launching an audit to evaluate the outcomes, outputs, processes, and inputs of our tenurial instrument issuance, monitoring, and revenue collection processes. This comprehensive assessment will help us improve our operational controls and procedures, ensuring transparency and accountability in our service to the public,” Director Tuddao said in his message.

The DENR Bicol led by RED Francisco E. Milla, Jr., commits to ensure that its operations will remain economical, ethical, effective, and efficient. “We will navigate the audit as an opportunity with diligence, professionalism, and a commitment to excellence. We open our doors and welcome this challenge because only through transparency can we thoroughly uphold the standards of excellence that define us,” RED Milla said.
