The Department of Social Welfare and Development (DSWD) Field Office V – Bicol Region, in collaboration with the Department of Education (DepEd) Regional Office V – Bicol Region, concludes the Capacity Building for Tutors under the Tara, Basa! Tutoring Program (TBTP) today, 4 April 2025. This training aims to equip college beneficiaries with the necessary skills and competencies to effectively support struggling elementary school readers.
A total of 400 tutor-beneficiaries from partner State and Local Universities and Colleges (S/LUCs) in Governor Mariano E. Villafuerte Community College (GMVCC) – Libmanan Campus, Daraga Community College (DCOMC), and Sorsogon State University (SORSU), attended the training, with the majority of participants expressing that the capacity-building sessions were highly beneficial in preparing them for their upcoming deployment.
Building on the foundations laid in previous discussions, today’s session focuses on a return demonstration and lesson plan processing. Participants actively presented their prepared lesson plans, which were reviewed and evaluated by DepEd resource speakers. This process provided them with valuable feedback for improvement, allowing them to refine their teaching strategies before deployment.

This capacity-building initiative aligns with the directives of Secretary Rex Gatchalian to ensure the successful implementation of TBTP, under the leadership of Regional Director Norman S. Laurio, as part of its pilot implementation in the Bicol Region.
The TBTP is a reformatted educational assistance initiative designed to support college students from low-income families through a cash-for-work program. These students will serve as tutors for struggling elementary readers and will facilitate Nanay-Tatay Sessions to encourage parental involvement in children’s learning at home, fostering both literacy development and youth engagement in nation-building.
