Iriga: DICT Sec Aguda visits CamSur Uptwon site for first-time-in-the-country LGU partnered Level 4 DTC facility

PILI, CAMARINES SUR – Department of Information and Communications Technology (DICT) Secretary Henry Rhoel R. Aguda led the official site inspection of the proposed Digital Transformation Center (DTC) Level 4 Facility in CamSur Uptown, Pili on August 13, 2026.

The state-of-the-art facility is a flagship joint project between the Provincial Government of Camarines Sur and DICT, marking a historic milestone as the first-ever DTC Level 4 facility in the Philippines established in direct partnership with a local government unit under the Tech4ED-DTC program.

Operating under a partner-owned governance framework, DICT will provide the physical building infrastructure that will be equipped with specialized, high-end ICT hardware, standardized internal spatial layouts, and continuous technical capacity-building programs. For its part, PLGU CamSur will provide the prime real estate, utility interconnections, and dedicated operational personnel.

“We extend our heartfelt gratitude to DICT Secretary Henry Aguda for visiting CamSur Uptown and witnessing firsthand our province’s readiness to lead the region’s digital future. The DTC Level 4 facility is a game-changer that will firmly establish CamSur as a premier hub for world-class IT infrastructure and technological innovation,” said CamSur Governor Lray Villafuerte.

“Together with the DICT, we are committed to turning this shared vision into reality—bringing high-value technology jobs, robust digital connectivity, and unprecedented economic opportunities to every Bicolano,” Governor Lray added.

The facility will be anchored inside CamSur Uptown, a 200-hectare master-planned smart global city envisioned as the province’s center of governance, business, education, and modern living, centered around the Iconic Capitol Building. The DTC Level 4 site is strategically situated adjacent to key educational and commercial hubs, including the AI Laboratory, School of the Future, CamSur High School of the Arts and Culture, and CamSur School of the Arts and Culture, along with other facilities.

Representing the highest classification in the DICT’s digital inclusion framework, a Level 4 DTC functions as a full-scale digital campus. The facility will feature multiple advanced ICT computer labs, expansive co-working spaces, executive conference suites, rentable spaces and cafeteria stalls that let startups and MSMEs operate on-site, dormitory quarters for trainees from remote municipalities, and on-site technical repair hubs.

“Full support kami sa buong taga-Pili saka sa buong region. Hindi lang DTC, dapat pati connectivity maayos [natin]. Tapos kasama namin ‘yung mga kaibigan naming taga-Converge para sa [mas mabilis] na connectivity. Mage-expand sila. So, magkakaroon na ‘yung mga kababayan natin ng mas mabilis na fiber din. Saka syempre mas maraming trabaho,” shared DICT Secretary Aguda.

This comprehensive footprint will deliver the DICT’s complete digital inclusion stack, namely basic digital literacy, job-ready digital skills, train-the-trainer programs, and MSME digital innovation and entrepreneurship, all integrated with the Tech4ED virtual platform for a learning management system and e-government services.

“Credit to Gov and to the whole LGU. They’re coming together to make sure na hindi mo na kailangang umalis pa. Dito na—dream here, build here, scale here, succeed here. So dito na tayo,” the Secretary added.

By addressing the digital divide at the skill level, the province is ensuring that local talent will be the primary engine driving the region’s expanding digital economy.
