LEGAZPI CITY—Reaffirming its commitment to accelerate rural progress and bring genuine agrarian reform closer to the grassroots, the Department of Agrarian Reform (DAR) Bicol is set to distribute thousands of land titles and Certificates of Condonation with Release of Mortgage (COCROM) across the region this coming June 23, 2025.
The ceremonial distribution will take place at Fuerte CamSur Sports Complex, Pili, Camarines Sur, and is expected to draw thousands of agrarian reform beneficiaries (ARBs), partners, and stakeholders.
This initiative underscores the continued implementation of the New Agrarian Emancipation Act (Republic Act No. 11953), signed into law by President Ferdinand R. Marcos Jr. on July 7, 2023, which aims to ease the financial burdens of ARBs by condoning their unpaid loans, interests, and surcharges, while ensuring tenure security through land title distribution.
In this activity, a total of 5,255 COCROMs will be awarded to 3,988 ARBs from Albay, Camarines Sur, Camarines Norte, Catanduanes, Masbate, and Sorsogon, covering 7,115.9761 hectares of land. These condonation certificates amount to ₱111,005,161.75 in waived obligations, allowing the ARBs to own their lands without the burden of unpaid amortizations.
In addition, 1,410 land titles will be distributed to 1,018 ARBs, covering a combined area of 2,025.3010 hectares of agricultural land. Of these, 1,018 are electronic titles (e-titles) under the Support to Parcelization of Lands for Individual Titling (SPLIT) project, while 392 are regular Emancipation Patent (EPs) and Certificates of Land Ownership Award (CLOAs) issued under P.D. 27 and the Comprehensive Agrarian Reform Program (CARP).
Combined, the distribution will benefit a total of 5,006 ARBs with 6,665 land titles and COCROMs, spanning 9,141.2771 hectares of land across the Bicol region.
The distribution will be graced by DAR Undersecretary for Special Concerns Office (SCO) and External Affairs and Communications Operations Office (EACOO) Rowena Niña O. Taduran, along with regional and local government officials, highlighting the administration’s unified support to uplift the socio-economic status of Filipino farmers.
DAR Bicol continues to fulfill its mission of transforming agrarian reform communities by giving them access to land ownership, financial relief, and support services—empowering ARBs to become resilient and productive stewards of the land.
