IRIGA: DAR Bicol PBD sector positively scores in 2025 delivery of support services

CAMALIG, Albayβ€”In a bid to assess the overall performance and accomplishment in infrastructure and ARBDSP, DARRO convened all Provincial PBD CARPOs and M& E Point Persons on January 13-15, 2025, at Wyndale Hotel in this town.

CARPO Lerma Dino emphasized the need to highlight the accomplishments of Bicol, including the challenges in the planning and implementation.

On the other hand, Planning Officer IV Hipolita Altavano presented the physical and financial aspects of program execution through a dashboard.

She emphasized that early procurement activity will result in a higher budget utilization rate.

β€œClosely monitor the budget execution documents to ensure the attainment of targets,” she added.

Meanwhile, Regional Budget Officer Julie Nolasco discussed the 2025 financial status.

The M&E Point Persons engaged in very productive presentations as they made innovations in their reports. The use of videos, viewpoints of agrarian reform beneficiaries, product development, close monitoring of farm-to-market roads, and extensive collaboration with development partners were depicted.

ARDA Herald R. Tambal shared the Strategic Directions for 2026.

He believes that long-term planning leads to continuity and sustainability, and DAR Bicol has manifested its commitment to excellence.

It is a challenge for all of us to transform ARBOs into cooperatives since only 17% has been reached.

To date, we have 215 ARBOs registered as cooperatives. For 2025, 37 ARBOs have been transformed in collaboration with CDA.

Likewise, ARDA Tambal pointed out that land must be recognized as a capital asset, and its productivity will be used when our PBD workforce is recruited for their competencies and undergoes upskilling.

The Strategic Directions and Policy Guidelines shall be conveyed to the workforce. It includes, among others, these priorities:

1. Launching of rural development models;

2. Strengthening property rights and ARB Validation;

3. Climate-Proofed and Gender- Inclusive ARC Development Plans;

4. Scaling Up Agraryo Merkado;

5. Consolidation and Formalization of ARBOs;

6. Intensify Convergence through PARCCOM and PCIT;

7. Capitalization and Credit Mobilization

8. Building our Brand

Truly, with this blueprint as a guide, the sector shall endeavor to attain 100% of its output indicators for 2026 and beyond.
