Following the temporary suspension of the bicycle registration and fees, the Davao City government still reminded bicycle riders to follow the safety standards provided in the Bicycle Ordinance and Traffic Code of Davao whenever they use the bicycle lanes.
The safety standards include the wearing of helmet, headgear, or protective head covering and use of reflectors, headlights, rear lights, or any warning device that must be attached to the bicycle or on the rider for their protection at night.
Dionisio  Abude, the Chief of the City Transport and Traffic Management Office (CTTMO), also called on all drivers of cars and other motor vehicles not to use either to drive or park on the dedicated lanes for bicycles for the safety of bikers.
This as the Davao City government temporarily suspended the implementation of the bicycle registration, registration fees, and other fees following a review of the Bicycle Ordinance. The review was necessary to harmonize safety provisions and fees of the ordinance with the Traffic Code of Davao.
During the Joint Committee Hearing by the Davao City Council Committees on Peace and Public Safety and Transportation and Communication on June 10 and 15, 2020, it was brought to the attention of the City Council that the Traffic Code of Davao and the existing Bicycle Ordinance have conflicting provisions.
Abude said that in the 2010 Bicycle Ordinance the registration fee for bicycle is P20.00 but in the Traffic Code the registration is P150.
As a result of the initial review, Mayor Inday Sara Duterte issued an Executive Order No. 40 series of 2020 temporarily suspending the provisions under Sections 79, 80, 81, and 84 of the Comprehensive Transport and Traffic Code, and Sections 7, 12, and 32 of the Bicycle Ordinance of Davao City.
This means that Dabawenyos can use the bike lanes without registering their bicycles or no penalty will be imposed for non-registration of bikes until the two ordinances are harmonized or unless the Office of the City Mayor lifts the suspension.
Abude said that his office is still completing markings and putting of road signage for the bike lanes. CIO
