Bacolod City – The Bacolod Sangguniang Panlungsod is requesting the Department of Public Works and Highways (DPWH), City Engineer’s Office CEO), and the City Legal Office (CLO) to investigate the alleged illegal construction of culvert at Kabiguan Creek, Purok Mabinuligon ll, Brgy. Sum-ag, Bacolod City.

The construction impedes the flow of water, causing flooding to several areas in the barangay, Councilor Jude Thaddeus Sayson said in a resolution he authored, that was approved by the SP yesterday.

Sayson attached to the resolution a letter request of Purok president John Ray Tragico, requesting for a copy of the approved subdivision plan for the proposed Jingle Ville Subdivision in Purok Mabinuligon ll, Brgy. Sum-ag.

In the said subdivision, there is an alleged illegal construction of culvert at Kabiguan Creek which impeded the flow of water, causing flooding in the area that has affected several puroks in the barangay, Sayson said.

Upon checking with the Office of the Bacolod Housing Authority for the approved subdivision plan of the Jingle Ville Subdivision, the BHA responded that “said subdivision is not listed in their ledger of the list of subdivisions that were duly issued a Development Permit,” he said.

So, the SP is requesting the DPWH, CEO, and CLO to immediately conduct an investigation on the alleged illegal construction of culvert and to institute proper measures and solutions to mitigate/eliminate the flooding problem in the area.
