Bacolod City – The Police Regional Office- Negros Island Region will soon implementing the proactive policing agenda of newly-installed PNP chief General Nicolas Torre III, including the 5-minute response time strategy, optimized deployment plans, and the deactivation of Police Community Precincts (PCPs).
Police General Torre led a high-level command conference recently at Camp Martin Delgado in Iloilo City, which was attended by PBrig. Arnold Thomas Ibay, PRO NIR regional director, PBrig. Jack Wanky, Region 6 police director, and PBrig. Gen. Redrico Maranan, Central Visayas police director, among other PNP officials from three Visayas regions.
Ibay represented his operational strategies for Negros Island Region, in response to the sweeping reforms of General Torre to the frontline policing system.
The 5-Minute Response Time Strategy redefines law enforcement presence by shifting from fixed precinct structures to dynamic mobile patrols.
“The essence of this strategy is fast response—24 hours a day,” General Torre emphasized during the command conference.
“We are doing away with stationary deployment. Police boxes and community precincts are being deactivated because we want our police out there—on patrol, on the move, ready to respond,” he added.
This reform initiative underscores the PNP’s commitment to fight criminality while remaining firmly grounded on the rule of law, respect for human rights, and due process. It is also a deliberate move to further professionalize police ranks and install safeguards against abuse, a statement from the PNP said.
Ibay, Wanky, and Maranan laid out strategic deployment plans tailored to the unique needs of their respective areas, ensuring that resources are maximized, response times are minimized, and visibility is heightened across cities and municipalities.
