Bacolod ordinance sets document security seals


Bacolod City – A proposed ordinance promoting and ensuring the integrity of official documents and issuance of frontline offices/departments of the City of Bacolod by mandating the use of document security seal on official and original; and documents issued to transacting persons, was approved by the Bacolod Sangguniang Panlungsod on first reading Wednesday.

Authored by Councilors Al Victor Espino and Jude Thaddeus Sayson, the proposed ordinance to be known as the “Bacolod City Document Security Seal Ordinance” also provides the setting of appropriate fees for the security seal, and appropriating the needed funds for its implementation, as well as provides penalties for violation of the ordinance.

The proposed ordinance said the prevalence of fake, counterfeit, bogus and forged documents as reported recently, has made the need for putting additional security features on official and regular issued legal and original documents of the City Government of Bacolod even more imperative.

The use of document security seals will provide sufficient and able protection to the city’s official and regularly issued legal and original documents. Moreover, the present documentary seal unique features and technology will also promote ease in the verification of such document’s authenticity and ultimately will redound to expediency in the delivery of services, it said.

The city government also acknowledged that the ordinance will also promote social justice as to not to unnecessarily burden the indigent and poor constituents of its efforts to prevent forgery or counterfeiting, the ordinance said.
