The resolution authored by Bacolod Councilor Claudio Puentevella said the Bacolod City Water District (Baciwa) is considered to be a government-owned and controlled corporation and is imbued with public interest and that its creation or charter emanated from Presidential Decree 198.

The Joint Venture Agreement (JVA) entered into by Baciwa and Prime Water Infrastructure Corporation (Primewater) aims to provide potable, reliable and sustainable water supply and services to its consumers in the city, it said.

It has come to the attention of the members of the SP that numerous resident-consumers of Bacolod City are complaining of the services being provided by Baciwa-Primewater that the water is tainted with color, mud and sand particles, and the unpredictable availability of water supply in some areas of Bacolod City, the resolution added.

Meanwhile, Puentevella, chairman of the SP Committee on Energy and Public Utilities, pointed out that they are asking Baciwa to explain their answer in writing since they were expected to improve their services following their joint venture with Primewater.

If they are not satisfied with the explanation of Baciwa and if there is still no improvement in its services, they might request for a committee hearing regarding the matter, he said. (Gilbert Bayoran via The Visayan Daily Star (TVDS), photo courtesy of BACIWA)
