Bacolod: 5-min response effective in NegOcc – PNP

    Bacolod City – The performance of the Negros Occidental Police Provincial Office regarding the 5-minute response initiative of the Philippine National Police, is said to be effective.

    This was claimed by Police Regional Office-Negros Island Region Public Information Officer PLt. Col. Joem Malong yesterday during the simulation exercise held by the NOCPPO on the 5-minute response at their conference room.

    According to Malong, based on their latest report, the performance of their personnel in responding areas runs only to 3 minutes average response time.

    “On average, in one week, we have a 3-minute response time, and it includes isolated areas,” she said.

    Moreover, she also clarified that the 5-minute response initiative is somehow limited only to the city proper areas or at least 5 kilometers away from the city.

    “It is limited only to city centers or at least 3-5 kilometers away from proper, but beyond that, I believe that is understandable, but we will respond as quickly as possible,” she clarified.

    On the other hand, during the simulation exercise conducted by NOCPPO, led by Provincial Director PCol. Rainerio De Chavez, personnel from the towns of Valladolid and Pulupandan exhibited their awareness and real-time response as they arrived in the given area, in Barangay Palaka, in less than 3 minutes.

    The responders who are situated in various areas are not aware of the place where the simulation exercise will take place to test their attentiveness and real-time response.

    “A 5-minute response starts only as soon as our responders receive and verify the call,” Chavez emphasized.

    When a citizen calls 911, the operator will verify the report first before dispatching the nearest personnel.

    The personnel are directed to respond in the area clad with bulletproof vests, long firearms, and complete uniforms to secure themselves if incidents happen in the area they respond to. They undergo debriefing after every response to maintain their composure, said Chavez.

    Furthermore, Chavez said that they had already conducted surveys to determine the red-prone areas within the province that served as a basis for them to situate personnel in the areas prone to criminal incidents, for an active 5-minute response.

    NOCPPO is urging the public to use 911 instead of the station’s hotline number for easier and more effective responses and also called on the public to avoid making prank calls. (Gilbert Bayoran via tvds)
