The National Police Commission (NAPOLCOM) Central Office has expressed support for the city’s plan to hire Chavacano-speaking police officers, while reaffirming the critical role of the Police Law Enforcement Board (PLEB) in overseeing police discipline.
Jenz Krishna Rivera, Chief of Staff of the Office of the NAPOLCOM Vice Chairperson, visited City Hall Thursday, February 12, for a courtesy meeting with city officials to discuss policing initiatives and oversight mechanisms.
City Administrator Percival Ramos, representing Mayor Khymer Olaso, highlighted the city’s intent to prioritize Chavacano-fluent applicants, citing a pilot program last October 2025 that strengthened communication between officers and residents. Rivera expressed her support for the initiative.
During the visit, both officials underscored the importance of the PLEB as a civilian oversight body that ensures police officers comply with regulations and face appropriate administrative action for misconduct. Rivera noted that a functioning PLEB not only protects citizens’ rights but also safeguards the integrity of police officers during disciplinary proceedings.
Ramos also noted that strengthening the local police force is essential to restoring Zamboanga City’s tourism image, which has been affected by negative perceptions stemming from incidents in the city and neighboring provinces.
He further shared that the mayor plans to establish police stations in island barangays, following the city police’s recent recognition as a Class “A” police force.
The meeting concluded with Rivera and NAPOLCOM-9 Regional Director Atty. Pablito Abad Jr., signing the guestbook and reaffirming their full support for the city’s security initiatives.
