Governor Francisco Matugas announced this morning that after their meeting with Siargao mayors, by December 1 when the airport will open to commercial operation, passengers coming from Manila or Cebu will be required to present a Negative RT-PCR test result taken within 48 hours, E-health pass and no more quarantine in their destination.
