Marcos to review MC No.3, look into hurdles faced by govt workers in obtaining CES eligibility

President Ferdinand “Bongbong” R. Marcos, Jr, said he will review his Memorandum Circular (MC) No. 3, which will end the term of some government officials and employees before the end of the year. 

Marcos made the assurance during his speech at 49th Founding Anniversary of the Career Executive Service Board (CESB) and the Career Executive Service Lifelong Learning for Leadership Congress at the Philippine International Convention Center (PICC) in Pasay City last Tuesday. 

“Let me assure our Career Executive Service Board and the affected CESEs (Career Executive Service Eligible) occupying third-level positions in the government that the Office of the President is going to review the said memorandum, and look into the other hurdles faced by many CESEs in obtaining CES (Career Executive Service) eligibility,” Marcos said.

Under MC 3, all OIC (officers in charge) of departments, agencies and bureau and office, non-CES officials occupying CES positions and contractual or casual employees will discharge their functions on Dec. 31, 2022 or until they are replaced.

Marcos said he is aware the issuance has caused concerns to government officials and workers, who will be affected by the issuance that is why he ordered for its review.

In its June 30, 2022 data, the Civil Service Commission (CSC) reported there are currently 165,882 non-career employees in the government.

The President stressed the importance of ensuring the government has a sufficient pool of workers, with the needed skills, so it could cope with the global challenges such as the pandemic.

“The continuous training is going to be an important part of the whole process because we will do things differently from before,” Marcos said.

A part of his proposed upskilling, Marcos said, is for government officials and workers to adopt digitalization in their operations.

“Let us reinvent ourselves and reinvent the bureaucracy,” Marcos said.
