Entrapment/Law Enforcement Operation conducted against Zambonga City PNP personnel involved in Robbery Extortion

  1. Please be informed that on March 22, 2021 at about 6:45PM, joint operatives of IMEG led by PLTCOL. MARIO CORTES, RIU 9, RID, RSOG, PRO9, HPG9, Zamboanga City PS and 55SAC, 5SAB PNP SAF based in Camp Mercedes, Zamboanga City conducted entrapment operation against members of Zamboanga City PS9, located at Barangay Ayala, Zamboanga City which resulted to the arrest of PMAJ. ORLYN LEYTE, OIC, Station 9, Zamboanga City PS after receiving the amount of ₱ 90,000.00 broken down into ₱ 2,000.00 (with ultra violet powder) and 88 pcs photocopied 1000 pesos bill (Boodle Money) as payment for the settlement against the victim who was robbed and divested of her jewelries and a week of her store earnings in the guise of a drug bust operation.

A case of Robbery Extortion and Violation of RA 3019 Anti Graft and Corrupt Practices Act and RA 6713 Code of Conduct and Ethical Standard for Public Official and Employees is now being prepared against the suspects by the joint IMEG, MFU investigators. Likewise, four of the PNCOs/members of PS9 SDEU namely:

  4. PSSg Asser Abdulkadim
  5. PCpl Ismael Sasapan; and
  6. PCpl Juman Arabani, who were all earlier involved in the Robbery Extortion were already under the restricted custody of the City Director, Zamboanga City Police and are now temporarily detained at Zamboanga City PS for proper disposition.

A Police Major and his four subordinate policemen were arrested by the PNP Integrity Monitoring and Enforcement Group (IMEG) for alleged robbery-extortion in Zamboanga City on Monday.

PNP Officer-in-Charge Police Lieutenant General Guillermo Lorenzo T. Eleazar, said Police Major Orlyn Leyte, Officer in-Charge of Police Station 9, Zamboanga City Police Station (CPS) and four members of PS9 Station Drug Enforcement Unit namely, PSSg Hegenio Salvador, PSSg Asser Abdulkadim, PCpl Ismael Sasapan and PCpl. Juman Arabani were arrested by joint operatives of Mindanao Field Unit (MFU) IMEG, RIU9, RID, RSOG-PRO9, HPG9, Zamboanga CPS and 55th SAC during a law enforcement operational around 6:45 PM in Brgy. Ayala, Zamboanga City.

Further investigation disclosed that the entrapment operation stemmed from a complaint that Major  Leyte allegedly  demanded P90,000.00 from the victim, Mrs. Melanie Casabuena Saloria, 57 years old, businesswoman, resident of Zone 3B, Brgy. Cawit, Zamboanga City as “settlement” for her alleged involvement in illegal drug activity.

According to PNP OIC Eleazar, a case of Robbery Extortion and Violation of RA 3019 Anti Graft and Corrupt Practices Act and RA 6713 Code of Conduct and Ethical Standard for Public Official and Employees are now being prepared by the joint IMEG, MFU investigators against the personnel involved.

Recovered pieces of evidence were marked money amounting to ₱ 2,000.00, 88 pieces of 1,000 peso bills boodle money, and a Beretta 9mm Pistol with three (3) loaded magazines.

Arrested personnel were already under the restrictive custody of the City Director of Zamboanga City Police Office and are now temporarily detained at Zamboanga City Police Office for proper disposition and eventual filing of case.

“The PNP will not tolerate personnel engaging in any unlawful and illegal acts. Officers must serve as role model to their subordinates,” Eleazar said.

The five arrested PNP personnel will be placed under Automatic Leave of Absence while under detention, Eleazar said.

On the other hand, Pro 9 Regional Director PBGEN Ronaldo Genaro  E Ylagan released an official statement says, “The arrest of PMAJ. ORLYN P. LEYTE, Station Commander of Police Station 9, Ayala, under Zamboanga City Police Office in an entrapment operation for complaint of robbery extortion is the result of PNP’s internal cleansing program. Once again, this Regional Office would like to make it clear that we do not tolerate any wrongdoings of our personnel either officer or members of the ranks. While we intensify our campaign against illegal drugs and effectively manage all kinds of police operations, we do not want any unscrupulous schemes devised by our personnel to advance their personal interest. We will continue to cleanse our ranks in order to improve the best quality of law enforcement service in Zamboanga Peninsula.”
