The Police Regional Office 5 (PRO5), under the leadership of PBGEN NESTOR C. BABAGAY JR., Regional Director, achieved another significant breakthrough in its relentless campaign against criminality and lawlessness with the successful arrest of two of the region’s most wanted individuals on October 4, 2025.
These accomplishments come as PRO5 intensifies its manhunt operations following the reloading of the Regional Most Wanted Persons (RMWP) list pursuant to Letter of Instruction (LOI) Manhunt Charlie, as approved and adopted through a Resolution by the Regional Manhunt Board. This directive reinforces the commitment of PRO5 to bring to justice all fugitives and lawless elements who continue to threaten peace and security in the Bicol Region.
In a decisive joint operation, law enforcement authorities captured the Rank No. 1 Regional Most Wanted Person, known by the alias “Gerry”, 25 years old, and a resident of Barangay Palanas, Paracale, Camarines Norte. He was arrested at Malou Street, Stateland Hills, Barangay Manggahan, General Trias, Cavite, through the concerted efforts of the Paracale Municipal Police Station tracker team, in coordination with the Criminal Investigation and Detection Group (CIDG) Camarines Norte, Provincial Intelligence Team (PIT) Camarines Norte – Regional Intelligence Unit 5 (RIU5), and the 91st Special Action Battalion (SAB).
The accused is wanted for the crime of Murder, for which no bail was recommended. Upon his arrest, “Gerry” was apprised of his constitutional rights in accordance with the Miranda Doctrine and was placed under police custody for proper disposition and legal proceedings.
On the same day, the Rank No. 2 Regional Most Wanted Person, also identified as a member of a communist terrorist group, was apprehended in Masbate Province. The suspect, known by the alias “Vins”, is a member of the New People’s Army (NPA) Terrorist Squad, under the Komiteng Larangan Gerilya (KLG) North, Sub-Regional Committee 4 (SRC4), Bicol Regional Party Committee (BRPC), operating in the 2nd District of Masbate under the leadership of Raul Tulingin, alias “Dadi.”
The successful operation was the result of the joint efforts of RIU-PIT Masbate, CIDG Masbate Provincial Field Unit (PFU), 94th Special Action Company (SAC), 9th Special Action Battalion (SAB), Masbate Maritime Police Station (MARPSTA), Masbate Provincial Intelligence Unit (PIU), Masbate 1st Provincial Mobile Force Company (PMFC), Mobo Municipal Police Station (MPS), 2nd Infantry Battalion, Philippine Army (2IB PA), and the 96th Military Intelligence Company (MICO).
Alias “Vins” is also facing charges for Murder, likewise with no bail recommended. He was properly informed of his constitutional rights upon arrest and is now under the custody of the appropriate authorities for documentation and filing of charges.
PBGEN BABAGAY JR commended all operating units for their diligence, coordination, and professionalism, emphasizing that these arrests are a clear manifestation of the intensified
implementation of LOI Manhunt Charlie and the Regional Manhunt Board’s renewed list of priority targets.
