The Police Regional Office 5 (PRO 5) headed by PBGEN ANDRE P DIZON, RD through the Catanduanes Police Provincial Office with PCOL EDWARD D QUIJANO, PD has signed a Memorandum of Agreement (MOA) with the Sangguniang Kabataan (SK) Federation, the Technical Education and Skills Development Authority (TESDA), the Liga ng mga Barangay (LNB), and the Kabataan Kontra Droga at Terorismo (KKDAT) to strengthen youth involvement in crime prevention. This agreement was formalized on February 25, 2025, during the launch of the Kabataan Kontra Kriminalidad (KKK): Kabataan on the Move and Youth Forum at the Provincial Capitol Dome, Brgy. Francia, Virac, Catanduanes. The event was attended by 198 youth participants, including KKDAT members, Muslim youth, students, and out-of-school youth.
The Kabataan Kontra Kriminalidad (KKK) initiative was conceptualized to mobilize and empower the youth in crime prevention efforts across Catanduanes under the “Kabataan on the Move” project. This program reinforces PRO5’s key initiative, Kabataan Kontra Kriminalidad, by strengthening youth engagement in combating illegal drugs, terrorism, and criminality through coordinated efforts between government agencies, educational institutions, and youth organizations.
As part of this initiative, “Kabataan on the Move” aims to establish and strengthen chapters in barangays, schools, and communities to promote active youth participation in crime prevention. Led by KKDAT and KKK advocates, this program will conduct leadership training, volunteerism workshops, and outreach programs that engage both in-school and out-of-school youth. Through these activities, young individuals will be equipped with the necessary skills and knowledge to become advocates for peace, security, and community development. By empowering the youth to take an active role in crime prevention, the initiative seeks to foster a safer and more proactive community dedicated to combating illegal drugs, terrorism, and criminality.
This initiative is also one way for PRO 5 to recognize that the youth are vital contributors to crime prevention and ultimate solution. Young people play a crucial role in shaping society, and their involvement in crime prevention efforts can lead to safer communities, stronger civic engagement, and a culture of responsibility and vigilance.
