IRIGA: LGU Naga-Archdiocese Join Forces for a Safe and Meaningful Peñafrancia Fiesta

In preparation for the upcoming Peñafrancia Fiesta, representatives of the Local Government Unit of Naga City and the Archdiocese of Caceres convened recently at the Tercentenary Office of the Archbishop’s Residence for a Joint Operations Center (JOC) meeting.

The meeting brought together key offices and Church representatives to strengthen coordination for the thousands of pilgrims and devotees expected to participate in the various religious activities, including the Traslacion, novena celebrations, processions, and the Fluvial Procession.

Part of the discussions was the continuing enhancement of the JOC organizational structure, with the transition toward an Incident Command System (ICS)-based model, which is a standardized, all-hazard incident-management framework designed to allow different agencies and jurisdictions to work under a common structure.

The evolving structure reflects a shared commitment of the City Government of Naga and the Archdiocese of Caceres to work as one in ensuring that the Peñafrancia celebrations remain safe, orderly, responsive, and centered on the faith and devotion of the Bicolano people.

More than managing an event, the collaboration seeks to ensure that every pilgrim and devotee can celebrate, participate, and journey together safely with Ina.
