Iriga: HIHVIM kickoff strengthens Inter-Agency push for safer, fairer transport in Bicol

    Government agencies across Bicol have reaffirmed their shared commitment to safer, more compliant transport systems following the High Impact and High Visibility Inspection and Monitoring (HIHVIM) inter-agency coordination meeting held yesterday, April 20, Monday at the DOLE Conference Room.

    The meeting, led by DOLE Bicol Regional Director Imelda F. Gatinao, brought together key representatives from the Department of Transportation and its attached agencies—the Land Transportation Franchising and Regulatory Board and the Land Transportation Office—along with uniformed personnel and partner institutions.

    Also present were Bicol representatives from PDEA, PhilHealth, SSS, DILG, DOLE, and the Philippine Information Agency. The initiative supports the implementation of the 2026 Regional Strategic Compliance Plan.

    The HIHVIM program will focus on major land transportation terminals and seaport or pier facilities across the Bicol Region. Anchored on the thematic slogan “VIAJENG Bicol: Safer Journeys, Stronger Rights,” the initiative aims to ensure compliance with labor laws, occupational safety and health standards, wage regulations, and transport rules enforced by concerned agencies.

    In her remarks, Director Gatinao highlighted the importance of stronger inter-agency coordination, noting that the initiative also promotes greater awareness of workers’ rights and responsibilities.

    “It aims to highlight government visibility and commitment to safe, fair, and dignified journeys for both passengers and transport workers” she said.

    Meanwhile, the PIA Bicol committed to conduct a comprehensive and intensified information dissemination campaign ahead of the program’s kickoff to ensure public awareness and cooperation.

    The HIHVIM initiative is expected to enhance regulatory compliance, promote worker welfare, and improve the overall safety and quality of transport services in the region.
