As part of Police Regional Office 5’s (PRO 5) intensified efforts to promote peace and reconciliation, more members of the Communist Terrorist Group (CTG) have voluntarily surrendered to authorities. These developments reflect the continuing success of PRO 5’s advocacy for CTG members to return to the fold of the law and rebuild their lives with the support of the government.

On June 16, 2025, four CTG members yielded to authorities in separate locations within the Bicol region.

In Naga City, two female individuals, known by their aliases “Mae” and “Luna”, voluntarily surrendered. Both were identified as White Area Personalities affiliated with the CTG’s Kadamay network operating in Naga City. Their surrender was made possible through strategic cooptation and continuous engagement, facilitated by the Naga City Police Office. The two are now under the close monitoring and supervision of the Naga City Mobile Force Company for proper disposition and further processing.

In Catanduanes, a male CTG member, alias “Sonny”, affiliated with KSPN PUSA, KP2, also returned to the government’s side. His surrender was facilitated by the 2nd Provincial Mobile Force Company, the Regional Police Special Battalion Team, which served as the lead unit and Bagamanoc Municipal Police Station, all under the Catanduanes Police Provincial Office (PPO). He is currently undergoing debriefing and documentation at the 2nd PMFC facility to ensure appropriate handling and support.

Meanwhile, in Camarines Sur, another CTG member, alias “Alex”, surrendered to authorities. He was identified as a member of Platoon 3, Sub Regional Committee 5, BRPC. Along with his surrender, Alex turned over one Parabellum 9mm pistol with a defaced serial number and 12 rounds of live ammunition. He is now undergoing interview and documentation at the Provincial Intelligence Unit, Camarines Sur PPO for proper processing and evaluation.

These recent surrenders are the result of PRO 5’s unwavering implementation of the Retooled Community Support Program, which provides a proactive approach in reaching out to CTG members. Through persistent information drives, community dialogues, and peacebuilding activities, RCSP helps former rebels recognize the meaningful opportunities awaiting them under government care, opportunities that include livelihood assistance, skills training, and reintegration programs.

Under the leadership of PBGEN ANDRE P DIZON, RD, PRO 5 continues to work hand-in-hand with partner agencies and local government units to sustain peace and security in the region.

We commend the bravery of those who have chosen to lay down their arms and seek a better future. We call on remaining CTG members to take this opportunity to surrender, reunite with their families, and become productive citizens once more. The door to peace remains open, and the government is ready to welcome you with support and sincerity. ###
