The Department of Environment and Natural Resources (DENR), together with the Climate Change Commission PH, and Local Climate Change Adaptation for Development, will conduct the National Climate and Disaster Investments Summit in Legazpi City on November 26-27, 2025.

The summit aims to promote and speed up coordinated action across society-including national and local governments, academic institutions, and communities-in addressing disasters and the climate crisis.

The summit will center on climate and disaster financing, emphasizing rapid, locally driven action guided by the Bio-Circular Green and Blue Economy approach.

This approach weaves together nature-based solutions, water-storage systems, strategic land-use planning, and climate-resilient infrastructure as mutually reinforcing components of a unified resilience strategy.

The summit will be attended by 300 delegates across the country, consisting of various governors and mayors from 11 regions, climate change advocates, and environmental enthusiasts.

The summit is expected to consolidate draft policy inputs for President Ferdinand R. Marcos Jr. on Climate Change Adaptation and Mitigation, alongside a unified Statement of Commitment from key stakeholders to advance priority climate actions.

It will also outline recommended policy measures that improve access to the People’s Survival Fund (PSF) and other national climate-related financing mechanisms for local government units, academic institutions, and community-based organizations.

In addition, the effort aims to develop a comprehensive database featuring exemplary disaster risk management strategies and climate change adaptation practices, and innovations, serving as a resource for evidence-based planning and decision-making.
