Iriga: Albay Board Approves Community Fireworks Policy

The Sangguniang Panlalawigan ng Albay approved an ordinance regulating fireworks use in the Municipality of Guinobatan by shifting from individual use to strictly supervised community displays.

The measure was endorsed by the Committee on Laws, Rules, and Oversight chaired by 1st District Board Member Atty. Sheina Marie Onrubia-Dela Cruz with Vice Chairperson Atty. John Gio Ong Bongao.

The ordinance approves Municipal Ordinance No. 023-2025, which amends the Firecracker Ordinance of Guinobatan enacted in 2011.

The amendment updates local regulations to reflect current public safety standards and the emergence of new pyrotechnic devices.

Under the new policy, individual or household use of firecrackers is no longer allowed, with fireworks limited to regulated community displays.

Onrubia-Dela Cruz said the ordinance does not impose a total ban but seeks balanced regulation that upholds public safety while respecting community traditions.

The committee said the measure is a valid exercise of the municipality’s police power under the Local Government Code of 1991 to protect public health and general welfare.
