Naglabas na ang Department of Trade and Industry (DTI) ng listahan ng mga industriya o negosyong papayagang mag-operate sa full capacity sa ilalim ng general community quarantine (GCQ).
Batay sa memorandum circular ng DTI, maaari nang magdagdag ng operational capacity ang mga negosyong kinabibilangan ng mining & quarrying; ilang financial services tulad ng money exchange, insurance, reinsurance, lending companies, at non-compulsory pension funding; legal & accounting; management consultancy activities; architecture & engineering activities; technical testing & analysis; scientific & research development; at advertising & market research.
Maaari na ring isagad ang kapasidad ng operasyon ng mga nasa hanay ng computer programming, publishing & printing services, tulad ng film, music, at TV production.
Samantala, puwede na ring magdagdag ng kapasidad ang ilang negosyo tulad ng recruitment & placement agencies kasama ang overseas employment; photography services, industrial, graphic, & interior design; wholesale & retail trade ng mga motor vehicles, motorcycles, at bicycles, kasama na rito ang parts at components; at maging ang mga talyer o pagawaan ng mga motor vehicles, motorsiklo, at bisikleta, gayundin ang vulcanizing shops, battery repair shops, auto repair shops, at car wash.
Saklaw din naman ng kautusan ang mga mall at commercial centers na mayroong non-leisure business activities at mall-based non-leisure wholesale at retail establishments gaya ng hardware stores; clothing & accessories; bookstore o school office supplies stores; infant care supplies; pet shops, pet food & pet care supplies; IT, communications & electronic equipment; flower, jewelry, novelty, antique, at perfume shops; toy stores [pero dapat sarado ang mga playgrounds at amusement areas]; music stores; art galleries [selling purposes]; at firearms & ammunition trading establishment.
Ayon kay DTI Secretary Ramon Lopez, pinapayagan na rin nila ang full operation ng mga nasa hanay ng Public at private construction projects.
Hanggang pitumpu’t limang porsiyento naman ang pinapayagang operasyon ng mga barbershops at salons.
Samantala, hanggang 24 oras na ang dine-in, take-out, at delivery services ng mga food establishments.
