DSWD’s Social Amelioration Program To Help Davao De Oro

Davao de Oro:         As stated under Republic Act 11469 or the “Bayanihan To Heal As One Act”, the Department of Social and Welfare Development (DSWD) is urged to implement Social Amelioration Programs (SAP) and services that shall serve as subsidy for the provision of the most affected families and individuals amidst COVID-19 outbreak.

In the province alone, around 135,507 families will be targeted to receive assistance amounting to Php 6,000 each family including 4Ps beneficiaries.

The province has 169,477 total listed households in the latest 2015 Census by the Philippine Statistics Authority (PSA).

Governor Jayvee Tyron L. Uy mentioned during his regular guesting at the “Serbisyo Oro Mismo” “neteleradio” program that the target beneficiaries shall be subsistence or informal economy including directly hired or occasional workers, subcontracted workers, home workers, house helpers and drivers (Pedicab, Tricycle, PUJs, PUVs and Bus), micro-entrepreneurs and producers, operators of sari-sari stores, family enterprise owners, sub-minimum wage earners, farmers, employees affected by the “No Work, No Pay” policy and stranded workers.

He said that this will fully implement after the execution of Memorandum of Agreement between DSWD and the concerned Local Government Unit (LGU).

“There will be a door-to-door delivery of the social amelioration, in cash or in kind, directly to the residence of the beneficiary through the LGU,” Uy added.

Division Chief Promotive Service, Merlinda A. Paragamac of DSWD Field Office XI explained during the Orientation on Social Amelioration Program yesterday that the subsidy shall be computed based on the prevailing regional minimum wage rates.

Paragamac also clarified that Php 6,000 assistance will be breakdown into PhP 4,800 in cash and the remaining PhP 1,200 is in a form of food and non-food assistance.

She said that once the barangay identified the lists of the qualified beneficiaries based on the eligibility requirements provided, then it will be profiled through the use of Social Amelioration Card (SAC). This is a mechanism for the eligible families to access any of social amelioration program from the government, including DSWD.

“The program shall remain valid and existing until the lifting of the declaration of the community quarantine or the declaration of the State of Calamity, or unless revoked or terminated by their mutual consent,” Paragamac added. (Rheafe Hortizano, Davao de Oro ID)
