Curfew, Border Restrictions Remain In Baguio

Even though Baguio is under the Modified General Community Quarantine (MGCQ) starting June 1, the public is reminded that curfew and border restrictions will be retained in line with the city’s thrust for an ultra-cautious and calibrated reopening of the economy in view of the continuing danger of virus transmission remain in the city of Baguio.

Baguio city Mayor Benjamin Magalong singed Executive Order No. 95 series of 2020 “Prescribing General Guidelines for the City of Baguio while it is under Modified General Community Quarantine”, leisure and loitering are still discouraged and observance of health and safety protocols is required.

“We are essentially still under quarantine and the COVID-19 threat.” The said.

Mayor Benjamin Magalong stressed that the guidelines are dynamic and imperfect and thus can be adjusted anytime as seen fit by authorities.

Under the EO, Market schedule is retained. Those going to the market and other retail establishments, follow the market schedule and old procedure being done since ECQ. Your Home Quarantine Passes will eventually become your market pass.

AS per Resolution No. 41 of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), the City of Baguio is now included in those areas that are classified under Modified General Community Quarantine (MGCQ).

“Consistent with previous practice, Baguio City shall adopt the national plan towards the “new normal” in a gradual and moderate manner as the COVID-19 pandemic continues to endanger the citizenry.” The E.O stated.

Magalong added that Health and safety of the community remains paramount over business and economic interests, however, positive developments have enabled us to ease up on restrictions and bring back a sense of normalcy to life in the city.

The executive order prescribed general guidelines that must be followed at all times which include the general rule to maintain minimum health standards in accordance with IATF-EID Resolution No. 37 (as amended by Resolution No. 38) and its Omnibus Guidelines on Community Quarantine, Department of Health (DOH) Administrative Order No. 2020-015, and all other pertinent issuances relative thereto, the following general rules shall be applied during this period of MGCQ;

A general curfew for the hours of 9:00 o’clock in the evening to 4:00 o’clock the following morning shall be imposed on all persons in the city, except those working in permitted industries and businesses which require operations beyond the curfew such as medical services, security services, BPOs, and export-oriented industries.

All persons within the City of Baguio shall wear face masks at all times while in public spaces, and shall strictly observe social distancing. For purposes of this Order, social distancing shall mean the maintenance of physical distance of at least one (1) meter radius between persons at any given time.

Temporary ban on the sale and distribution of liquor and other alcoholic products is imposed. Likewise, consumption of liquor and other alcoholic products in public places is prohibited;

The E.O orders all offices, work places, stores, shops, establishments, including those within malls and shopping centers to exercise utmost hygiene and sanitation, continuous disinfection of high traffic and high touch contact areas, and shall implement such other advisories as prescribed by the DOH, Department of Trade and Industry (DTI), Department of Labor and Employment (DOLE), and the City Health Services Office (HSO). Failure or refusal to comply with prescribed standards may be a ground for revocation or business permits and the imposition of fines, where applicable.

All persons must stay at home, except for attending permitted activities outside the home.

Freedom of movement pursuant to the exigency of duty shall be allowed for those as may be authorized by Resolution of the IATF-EID

Restricted entry into the City shall be maintained except for health and emergency frontline service personnel, government officials and government frontline personnel, duly accredited or authorized humanitarian assistance actors (HAAs) and Persons travelling for medical reasons.

Returning or repatriated Overseas Filipino Workers (OFWs) and other Overseas Filipinos (OFs) returning to their place of residence will be also allowed in coordination with OWWA.

The Mayor will also allow the entry of the beneficiaries of the Balik Probinsya Program, and Locally Stranded Individuals (LSIs) who are residents of Baguio, and returning to the city.

“All persons entering the city must submit themselves to mandatory temperature screening and triage assessment. Those who refuse to submit themselves to temperature screening shall not be allowed to enter.” Th
