Cong. Bingo Matugas is one of the principal authors of RA 10929 – “An Act Establishing the Free Internet Access Program in the Country and Appropriating Fund Therefor”. According to an Inquirer news article dated June 10, 2010, “the government will install free internet access in schools even as the country prepare for a shift from the conventional face-to-face to a “blended” learning modality in light of the coronavirus pandemic.
This is in line with RA 10929, also known as the “Free Internet Access Access in Public Places Act”, which mandates the Department of Information and Communications Technology (DICT) to provide free internet access in public places.
Public places include plazas, schools, Rural Health Units (RHUs), transport terminals, airports, seaports, hospitals, and community quarantine sites among others. CTTO
